27 <br /> <br />• Communication System Improvements – Sheriff’s Office - $505,000 (p. 51) <br />o Final Year of Multiyear Replacement of Portable and In-Vehicle Radios <br />o Replace Remaining Sheriff’s Office Radios – Approximately 80 Units <br />• Register of Deeds Automation – $80,000 (p. 50) <br />o Multiyear Account to Finance Technology Improvements in Register of Deeds <br />Office <br />o Replacement of Records Management Software <br /> <br />Travis Myren resumed the presentation: <br /> <br />Building and Infrastructure Improvements (FY 2018-19): <br />• Criminal Justice Resource Department - $275,000 (page 31) <br />Project Description/Justification: The Criminal Justice Resource Department is currently <br />located in the lower level of the 1954 Courthouse. Recent program expansion has prompted <br />the need for consolidated office space. The Register of Deeds space in the Gateway building <br />has excess capacity because of advances in technology that require less physical storage <br />space for books and records. This project repurposes this extra capacity for the Criminal <br />Justice Resource Department, and adds a dry sprinkler system to protect sensitive historical <br />land records. <br /> <br />• Link Center Remodel - $50,000 (page 36) <br />Project Description/Justification: In March 2018, the Board approved renovations to the lower <br />level of the John Link Jr. Government Services Center to house the Public Defender resulting <br />in a loss of meeting space at this facility. Funding of $50,000 in FY2018- 19 would allow for <br />renovations to the first floor of the John Link Jr. Government Services Center by improving the <br />existing meeting spaces with upgraded Audio Visual equipment and furnishings. The County <br />owned 129 E. King Street facility that currently houses the Public Defender will become surplus <br />property and subject to disposition by the Board of County Commissioners. <br /> <br />FY2018-23 Recommended Capital Investment Plan <br />Building and Infrastructure Improvements <br />• Criminal Justice Resource Department - $275,000 (p. 31) <br />o Department Growth – Currently Located in Two Facilities <br />o Underutilized Space Near Register of Deeds in Gateway <br />o Includes Dry Fire Suppression System for Historic Land Records <br />• Link Center Remodel - $50,000 (p. 36) <br />o Public Defender Displacing Lower Level Conference Space <br />o Enhance Large Conference Room on Main Floor of Link <br />o 129 East King Street Building Disposition in Fall of 2018 <br /> <br />• Old Courthouse Square – (Building/Grounds) - $20,000 (page 38) <br />Project Description/Justification: The FY2018-19 funding request is for the start of the <br />architectural and structural engineering services to design the upcoming renovations proposed <br />in future years. The FY2019-20 funding request addresses exterior restoration items and <br />necessary structural repairs. FY 2020-21 funding will address site work that must be carried <br />out after exterior restoration is complete, including foundation drainage, sidewalk <br />restoration/ADA modifications, landscaping, improved lighting, new public seating and <br />landscape plantings as per site master plan. This addresses interior restoration of historic <br />features, enhancements to accessibility and safety, and necessary upgrades to electrical,
