He said the letter C on the map is another
potential camping area that is consistent with the MTS. He said one of these two locations
would be the waystation.
Commissioner McKee asked if the process is getting ahead of itself, as there is
currently only a possible corridor for MTS.
David Stancil said that is correct, but right now staff is only talking about putting in a
well.
Commissioner McKee said he is unsure why any facilities are being put in until the
exact location of the MTS is known.
David Stancil said the segment from there back to Occoneechee Mountain is already
underway, and could be finalized in a matter of months.
Commissioner McKee asked if this is a way to pre-determine the route of the trail.
David Stancil said the route of the trail has already been adopted.
Commissioner McKee said the corridor for the route of the trail has been adopted.
David Stancil said there is really only one way to get to this part of the property from
Occoneechee Mountain. He said Riverwalk could be extended to this property in the short
term.
Commissioner Jacobs asked if, when talking about a campsite, it is one where fires are
not allowed.
David Stancil said yes.
Commissioner Price said the CIP wording states, “the project reflects phased voluntary
acquisition of trail easements….”, and asked if this means donated easements.
David Stancil said some property owners might donate easements.
Travis Myren said imminent domain will not be used.
Commissioner Price asked if the total amount the County plans to spend on MTS is
known. She said it was her understanding that the Friends of the MTS would take on
fundraising.
David Stancil said page 65 gives an overview of this. He said a memorandum of
understanding with The Friends of the MTS will be brought back to the Board next month. He
said trails are not expensive, but rather the boardwalks, trail heads, signage are where costs
increase. He said Connect NC bond and State Parks will contribute funding, especially with
land acquisition.
Discussion ensued back and forth about county funding for this project.
Travis Myren said staff will get Commissioner Price more detailed information.
