23 <br /> <br /> <br />Parks, Open Space, and Trail Development (FY 2018-19): <br /> <br />• Blackwood Farm Park - $1,795,000 (page 57) <br />Project Description/Justification: Blackwood Farm Park is a 152- acre park midway between <br />Chapel Hill and Hillsborough on NC 86 and New Hope Church Road. The park opened on a <br />limited basis in June 2015 and is currently open Friday-Sunday. Funding for park <br />infrastructure, design and other associated needs, including construction of new turn lanes, <br />entryway and parking was included in FY 2016-17 and 17-18. Park construction for Phase II of <br />the park is proposed for FY2018-19, Consistent with the adopted master plan for a low-impact <br />park with agricultural and historic themes and components of the farm's agricultural past, <br />including interpretive signage, picnic areas, community garden, agricultural demonstration <br />areas and exhibits. The planned Phase II park construction also includes new picnic shelters, <br />restrooms, an amphitheater, repairs and renovations to the farmstead, fishing station, trails, <br />Nature Center and open play fields, along with a disc golf course. It is anticipated that the park <br />will open full-time in FY 2019-20 once Phase II construction is complete. Funding of $800,000 <br />in FY 2021-22 includes an enhanced Nature Center (with associated matching partner <br />revenue). Funding of $529,500 is included in Year 5 for Phase III, which includes the <br />remaining New Hope Church Road area facilities. If the Board of Commissioners authorizes <br />the development of a Northern Orange County campus, a revised combined project will be <br />amended consisting of the Detention Facility, Environment and Ag Center, and Parks <br />Operations Base. <br /> <br />Long Range Parks Plan (map) <br /> <br />FY2018-23 Recommended Capital Investment Plan <br />Policy Priorities <br />• Blackwood Farm Park - $1.79 million (p. 57) <br />o Infrastructure work (prior approval) – Fall 2018 <br /> Turn Lane from Highway 86 <br /> New Park Entrance <br /> Parking <br />o Phase II Construction - Low Impact Park with Agriculture and Historic Themes <br /> Interpretive Signage <br /> Picnic Areas and Shelters <br /> Community Garden <br /> Agricultural Demonstration Area and Nature Learning Center <br /> Amphitheater <br /> Disc Golf Course <br /> <br />Revised Blackwood Farm Park Master Plan (map) <br /> <br />Commissioner Jacobs said he previously proposed suspending Bingham Park, but the <br />CIP indicates that property is being considered. He said he would like to talk about this, as this <br />park is one that could be deferred to the second 10 years. <br />Commissioner Jacobs said he would like staff to bring a list of park priorities to the <br />Board. <br />Chair Dorosin asked if there is an update on this park, and any land that is being <br />considered.
