18 <br /> <br />Based on industry standards, heavy use commercial cardio equipment has a useful life of <br />approximately 3 years. <br /> <br />Sportsplex – Pool <br />Project Description/Justification: Funding in FY 2018-19 includes $20,000 for a comprehensive <br />Natatorium study (re-allocated from a project funded from operations) as well as $80,000 as a <br />contingency to replace the compressors on one of the two major pool HVAC systems that are <br />experiencing premature end of life failure. Funding in FY 2018-19 also includes $12,000 for <br />handicap pool lifts to complement the handicap ramp currently in place as a result of more <br />users with disabilities using both pools. Funding in FY 2019-20 includes $50,000 for boilers <br />and pumps repair/replacement, and FY 2021-22 includes a total of $90,000 for replacement <br />and upgrade of the pool lane timer/scoreboard, additional boiler and pumps <br />repair/replacement, and repairs to the pool plaster and tile. Years 6-10 includes contingency <br />funding based on the results of the Natatorium study related to the pool HVAC systems. <br /> <br />John Stock gave an update on the field house construction. <br />Commissioner McKee thanked John Stock for the handicapped ramp and lifts with the <br />pool. <br />John Stock said one can never give too much support to the handicapped community. <br />He said automatic accessible doors are being looked into at this time, to allow for a longer <br />delay before the doors close. <br />Commissioner McKee said he expects usage to continue to grow. <br />John Stock said 46% of the Sportsplex members are over 55 years of age. <br /> <br />FY2018-23 Recommended Capital Investment Plan <br />Sportsplex <br />• Sportsplex Projects $507,000 (p. 87) <br />o Elevated Connector from Sportxplex to Fieldhouse - $65,000 <br />o Heating, Ventilation, and Air Conditioning - $85,000 <br />o Access Doors - $20,000 <br />o Kidsplex Inflatables - $25,000 <br />o Ice Rink Rebuild of Compressor and Chiller Barrel - $100,000 <br />o Fitness Equipment - $100,000 <br />o Pool Equipment Replacement - $80,000 <br />o Natatorium Engineering Study - $20,000 <br />o Handicap Pool Lifts - $12,000 <br /> <br />Travis Myren resumed the presentation: <br /> <br />• Economic Development (Water and Sewer) - $145,000 (page 75) <br /> Project Description/Justification: Recent developer interest in this area of the County has <br />created the need to accelerate the capacity expansion of the Gravelly Hill pump station, <br />utilizing the capacity of the Efland Sewer to Mebane, Phase 2 Extension. $1,510,000 of <br />funding for design, construction and project management for Phase 3 has been advanced <br />accordingly. Phase 3 includes an upgrade to a lift station and connection to a different force <br />main. The project will extend under the interstate to the D3 area to the north as shown on the <br />project map from prior work in Phase 2. This 200+ acre area of the County has been <br />designated an Economic Development District and is one of the few areas with rail access. <br />The design and construction of water and sewer infrastructure in this EDD will facilitate <br />development in the area.
