12

Chair Dorosin asked if any of the federal inmates are undocumented immigrants
awaiting hearings, or waiting for deportation.
Sheriff Blackwood said yes, some are definitely undocumented, but he does not know
whether they are being held for deportation. He said if an inmate has committed a crime, and
is under bond, and an ICE detainer comes in, and the inmate makes bond, then the inmate
leaves. He said the detainer is a request, not an order, and the County will not hold the inmate
beyond the time that it can without an order.
Travis Myren resumed the presentation:

FY2018-23 Recommended Capital Investment Plan
Continuation Projects
• Northern County Campus Development Plan
o Community Engagement
• Shared Site Work
o Utilities & Storm Water Management
o Road Work and Parking
o Buffering, Landscaping, Lighting, Fiber
• Combine Park Operations Administrative Offices with EAC Building
• Sustainability Feature Studies
o Photovoltaic – Energy & Hot Water
o Geothermal Heating and Cooling
o Cool Roof Design

Chair Dorosin said Commissioner McKee had voiced his concerns about having any
other construction on this site. He said he respectfully does not agree with Commissioner
McKee, and would like to know how others feel.
Commissioner Burroughs said she is also opposed to the other proposed buildings.
Commissioner Marcoplos said the Board voted on this plan at the last meeting, and he
said he believed the County should move ahead with the County campus project as
envisioned. He said the Revere Road property is also a good opportunity for affordable
housing.
Commissioner Rich said she would like to move forward with the project, and to use the
Revere Road site for affordable housing.
Commissioner Jacobs said he is inclined to the plan that currently exists. He said he
has a slightly different opinion about the affordable housing option, and would like to see if it
would be more profitable to sell the Revere Road property, and use the sale proceeds to build
affordable housing elsewhere. He said Hillsborough’s planning department may not be easy to
work with, and there may be greater need for affordable housing in other areas of the County.
Commissioner Price said she supports moving forward with the proposed County
campus project. She said she does not want to jump to any conclusions regarding affordable
housing on the Revere Road site, and would like to explore all options for this property. She
said having the Ag Center and Parks Operations on the same site will provide a buffer
between the detention center and the neighboring properties.
Bonnie Hammersley said this is the recommended budget, and if the BOCC wants to
make any changes, please contact her office.
Chair Dorosin asked if the Commissioners would copy the entire Board on any
comments/suggestions that are sent to the Manager.
Travis Myren resumed the presentation:

• Orange County Southern Branch Library - $5,625,000 (page 39)
