54 <br />gathering and special events (must wait until after Emergency <br />Services /Attorney's Office enacts a Mass Gathering Ordinance) <br />4. Pre - zoning for Economic Development Projects: Continue to "prezone" <br />areas where possible to focus growth in appropriate areas with consistent <br />land uses, thereby improving the review and approval process. <br />5. Nuisance Ordinance: Consider a nuisance ordinance addressing junked <br />cars and unkempt property (old tires, etc.) for Economic Development, <br />Commercial, and Commercial - Industrial Transition Activity' Nodes and areas <br />adjacent to these land use classifications to "protect" these areas slated for <br />economic development projects. In addition, consider these "city -like" rules in <br />"urban" transition land use classifications of the county to protect existing <br />community value. <br />6. Transportation Issues: Evaluate the need for better public transit in rural <br />areas, including senior citizen mobility, transit dependent and commuter <br />populations. Determine if rural "transit oriented development" could be hubs <br />of transit located in the rural community nodes. Accent focus on transit <br />dependent populations and their connection to other transit infrastructure. <br />7. Wireless and Broadband Access: The County (IT Department) is currently <br />undertaking a study regarding wireless and broadband access in rural areas. <br />Many rural areas lack reliable access to these services and solutions to <br />providing areas with these services should be sought. Coordinate with EMS <br />for comingled use of towers for public safety, private use (with revenue), and <br />public wireless augmentation. <br />8. Long -Term Planning for Potable Water and Waste Disposal: Planning for <br />potable water and waste (wastewater and solid waste) should continue to be <br />a topic for study (i.e., supportive infrastructure analysis) and discussion as <br />growth in Orange County continues. <br />
