He said there are approximately 32 property owners who have expressed interest in 1 <br />doing conservation easements with the County. 2 <br />Chair Dorosin asked if these easements affect the tax value of the land. 3 <br />David Stancil said typically not, because these lands are usually already in the use 4 <br />value program. He said if conservation easements were acquired on taxable land, then the 5 <br />value of the land may be affected. 6 <br /> Travis Myren resumed the presentation: 7 <br /> 8 <br />• Continuation Projects 9 <br />Project Description/Justification: Funding of $1,250,000 in prior years is included for 10 <br />architectural/engineering costs. The construction, equipment/furnishings, and other 11 <br />professional services costs are included in FY 2017-18 through FY 2019-20. This project 12 <br />includes a preliminary construction estimate for a facility capacity to house 144 detainees. The 13 <br />facility will be designed for expansion capability, if needed, up to approximately 250 detainees. 14 <br />The architect will conduct a staffing and operating cost analysis for different detention facility 15 <br />configurations as part of the Board’s review of the schematic design of the facility. The County 16 <br />has conducted a master planning and site feasibility study on several potential sites including 17 <br />the existing Jail site, the site adjacent to the Justice Facility in downtown Hillsborough, and 18 <br />other sites around Hillsborough proximate to the justice facility. Results of this study were 19 <br />presented to the Board in January, 2018, and a site off of Highway 70 near Hillsborough was 20 <br />chosen as the location for a potential Northern County Campus that would include the 21 <br />Detention Center, Environment and Agriculture Center, and Parks Operation Base.
