19

• Strategy: Recruit groups doing this work to collaborate 1
2
Commissioner Price said there is a request for additional funds for next year, and asked 3
if these funds are intended for additional services or for staff. 4
Corey Root said this will keep the budget flat, but a decent amount of fund balance has 5
been used in the last two years, and this request is to maintain services at their current level. 6
Commissioner McKee referred to the Landlord Partnership Initiative, and said he 7
thought there was an agency in Hillsborough that was coordinating those in need of housing 8
with available housing. He said he thinks the name of the director is James Stroud, and he 9
asked if this initiative is different from what she is doing. 10
Corey Root said she sits with James Stroud on the Orange County Affordable Housing 11
Coalition, but is unaware of him serving a similar population. She said she will connect with him 12
further to make sure of no overlap. 13
Bonnie Hammersley said there are a number of agencies that are providing similar 14
services, but for different populations. 15
Sherrill Hampton, Housing Director, said James Stroud manages the Center for Home 16
Ownership, which works mostly towards home ownership, and not rentals. She said her office 17
has asked him if he will work closely with Habitat for Humanity and Community Home Trust 18
(CHT). 19
Commissioner McKee asked if there are efforts in place to keep all of these services 20
under one umbrella, in order to avoid duplication. He said all of these organizations do good 21
work, but he wants to make sure there is no overlap. 22
Bonnie Hammersley said her recommended budget will show that staff has eliminated 23
the overlap. 24
Commissioner Marcoplos said the street outreach program is prioritized as #5, which 25
indicates to him that those taking advantage of the services are finding out about them 26
somehow, even without street outreach. He asked if people are interfacing with other agencies 27
that are connecting them to these services. 28
Corey Root said in some cases, but there are still people who are not connected at all, 29
or not in an efficient manner. She said there are still a lot of gaps, and there are currently no 30
staff trained to go out and connect with those who are living unsheltered. 31
Commissioner Marcoplos asked if there is any idea of how many people with whom a 32
street outreach staff could connect, who are not finding their way to services somehow. 33
Corey Root said on one night in 2017, there were 35 people living unsheltered. She 34
said this is the highest unsheltered count on record. 35
Commissioner Jacobs said there are homeless people trying to live near Whitfield Road, 36
and asked if there is an update on this group. 37
Corey Root said it is her understanding that the Sheriff served the people living in this 38
area, as far as trespassing on the median near I-40 and Highway 86. She said she often drives 39
past this area, and has not see anyone in recent weeks. 40
Chair Dorosin thanked the OCPEH for all its efforts, and said there is a lot of 41
collaboration among these various organizations, but little overlap. 42
43
d. County Government Month 44
The Board considered voting to approve a proclamation designating April 2018 as 45
County Government Month in Orange County, and authorize the Chair to sign. 46
Todd McGee, Community Relations Director, reviewed the information below: 47
48
BACKGROUND: 49
