Willing Road 9 <br /> Leased until 2019 for $1 from Efland Volunteer Fire Company, Inc. 10 <br />o Solar Photovoltaic (PV) Demonstration 11 <br /> Roof mounted, 61kW system 12 <br /> Estimated cost of $76,000 to $100,000 after Duke Energy grant/rebate 13 <br /> Useful life of 25 years 14 <br /> 11-13 year payback of County investment 15 <br /> Model for future PV installations on new construction 16 <br /> 17 <br />Chair Dorosin referred to the home in the aerial photo, and asked if it is currently 18 <br />occupied. 19 <br />Travis Myren said it is currently occupied via a month-to-month rental lease, and the 20 <br />occupants have expressed interest in staying if possible. 21 <br />Chair Dorosin asked if the occupants would then pay rent to the County. 22 <br />Travis Myren said the County would transfer the property management to someone 23 <br />else, but the County would own this building. 24 <br />Jeff Thompson said the Krazy Karts building is 4000 square feet, and is adequate 25 <br />within the developed prototype. He said the County does not need the house per se, but it just 26 <br />comes with the property. 27 <br />Commissioner Rich asked if the renters would be disturbed by EMS noise. 28 <br />Dinah Jeffries, EMS Director, said there will be noise. 29 <br />Jeff Thompson said the tenants still want to live there despite the noise. 30 <br />Chair Dorosin asked if the renters would present any problem for the operations of the 31 <br />site. 32 <br />Jeff Thompson said no. 33 <br />Commissioner McKee asked if there is a reason the County is buying a 5.5-acre site for 34 <br />a stand-alone station. He said this seems like too much land. 35 <br />Travis Myren said that is how the land was offered. 36 <br />Jeff Thompson said the seller is unwilling to break it up. 37 <br />Commissioner McKee said he is not crazy about building a stand-alone station, and 38 <br />asked if co-location has been pursued with the Efland Fire Department. 39 <br />Dinah Jeffries said the Efland Fire Department recommended this site to EMS, 40 <br />because Efland is looking into expanding its own station. 41 <br />Commissioner McKee asked if the substation would be an option. 42 <br />Dinah Jeffries said the substation property may be used for a possible burn tower. 43 <br />Commissioner McKee said he still does not understand why the County is buying 5.5 44 <br />acres for a substation. He said it seems excessive. 45 <br />Travis Myren said 5.5 acres is not necessary, but property is in a strategic location. He 46 <br />said staff has completed other property searches. 47 <br />Jeff Thompson said no alternatives were found. 48
