12

Commissioner Marcoplos said he thinks the BOCC can find a number that allows the 1
County to be prepared for future needs. He said the desire to provide creative services to 2
prevent incarceration should not be based on the scarcity of beds. 3
Chair Dorosin asked if any of the federal inmates are undocumented immigrants 4
awaiting hearings, or waiting for deportation. 5
Sheriff Blackwood said yes, some are definitely undocumented, but he does not know 6
whether they are being held for deportation. He said if an inmate has committed a crime, and 7
is under bond, and an ICE detainer comes in, and the inmate makes bond, then the inmate 8
leaves. He said the detainer is a request, not an order, and the County will not hold the inmate 9
beyond the time that it can without an order. 10
Travis Myren resumed the presentation: 11
12
FY2018-23 Recommended Capital Investment Plan 13
Continuation Projects 14
• Northern County Campus Development Plan 15
o Community Engagement 16
• Shared Site Work 17
o Utilities & Storm Water Management 18
o Road Work and Parking 19
o Buffering, Landscaping, Lighting, Fiber 20
• Combine Park Operations Administrative Offices with EAC Building 21
• Sustainability Feature Studies 22
o Photovoltaic – Energy & Hot Water 23
o Geothermal Heating and Cooling 24
o Cool Roof Design 25
26
Chair Dorosin said Commissioner McKee had voiced his concerns about having any 27
other construction on this site. He said he respectfully does not agree with Commissioner 28
McKee, and would like to know how others feel. 29
Commissioner Burroughs said she is also opposed to the other proposed buildings. 30
Commissioner Marcoplos said the Board voted on this plan at the last meeting, and he 31
said he believed the County should move ahead with the County campus project as 32
envisioned. He said the Revere Road property is also a good opportunity for affordable 33
housing. 34
Commissioner Rich said she would like to move forward with the project, and to use the 35
Revere Road site for affordable housing. 36
Commissioner Jacobs said he is inclined to the plan that currently exists. He said he 37
has a slightly different opinion about the affordable housing option, and would like to see if it 38
would be more profitable to sell the Revere Road property, and use the sale proceeds to build 39
affordable housing elsewhere. He said Hillsborough’s planning department may not be easy to 40
work with, and there may be greater need for affordable housing in other areas of the County. 41
Commissioner Price said she supports moving forward with the proposed County 42
campus project. She said she does not want to jump to any conclusions regarding affordable 43
housing on the Revere Road site, and would like to explore all options for this property. She 44
said having the Ag Center and Parks Operations on the same site will provide a buffer 45
between the detention center and the neighboring properties. 46
Bonnie Hammersley said this is the recommended budget, and if the BOCC wants to 47
make any changes, please contact her office. 48
Chair Dorosin asked if the Commissioners would copy the entire Board on any 49
comments/suggestions that are sent to the Manager. 50
