All agreements will receive <br />the review and approval of the County Attorney's Office. <br />FINANCIAL IMPACT: This item directs the funding allocation for HOME funds for FY 2018 -19. <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />to this item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br />• GOAL: ENSURE ECONOMIC SELF - SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle /traffic accidents, childhood and senior injuries, gang <br />activity, substance abuse and domestic violence. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) Adopt a Resolution approving the Consolidated Plan's FY 2018 -2019 Annual <br />Action Plan; <br />2) Adopt and authorize the Chair to sign a Resolution approving the proposed HOME <br />Program Design for FY 2018 -2019; and <br />3) Authorize the County Manager to implement the FY 2018 -2019 HOME Program <br />Design, as approved by the BOCC, including the ability to execute agreements with <br />partnering non - profit organizations after consultation with the County Attorney and <br />based on the allocation received from HUD. <br />Note: The 2017 Annual Action Plan approved by the BOCC included language that "if the final <br />allocation is more or less than the estimated HOME allocation for FFY 2018, the Orange County <br />HOME Consortium will adjust each line item to reflect the percent increase or decrease in the <br />HOME allocation proportionate to the increase or decrease" in actual funds received. The same <br />framework will be followed for this year. <br />
