WA <br />FFY 2018 Annual Action Plan <br />3. <br />4. <br />Orange County HOME Consortium <br />development, which is a 104 acre development in which a portion of the development will be <br />affordable housing. <br />Evaluation of past performance <br />This is an evaluation of past performance that helped lead the grantee to choose its goals or <br />projects. <br />Orange County has a good performance record with HUD and the County regularly meets the <br />performance standards established by HUD. The County prepares a Consolidated Annual <br />Performance and Evaluation Report (CAPER) each year. This report is submitted within ninety <br />(90) days after the start of the new program year. Copies of the CAPER are available for review <br />at the Orange County Housing and Community Developmen partment, 300 W. Tryon Street, <br />Hillsborough, NC. <br />The FFY 2016 CAPER, which was the second CAPER the FY 2 019 Five Year Consolidated <br />Plan, was submitted to HUD by September 29, 2 and was appro by HUD in a letter dated <br />November 16, 2017. Orange County has an approved Citizen Participation Plan, as required by HUD, which is <br />on file with HUD and at the Orange County Department of Housing and Community <br />Development. The County has abided by its Citizen Participation Plan in the preparation and <br />development of the FFY 2018 Annual Action Plan. <br />The first step of the planning process for the FFY 2018 Annual Action Plan started with holding <br />one (1) public hearings to obtain citizen input on the needs of Orange County. The first needs <br />hearing was held on Monday, December 4, 2017 at 7:00 PM at the Whitted Building, 300 W <br />Tryon Street, Hillsborough, NC 27278. The first needs hearing was published on November 17, <br />2017 in "The Durham Herald -Sun" and on November 19, 2017 in "The Chapel Hill News ". It was <br />posted on the County's website and emails were sent to local municipalities and non - profit <br />agencies /organizations.
