C. <br />FFY 2018 Annual Action Plan <br />Goals /Strategies: <br />Orange County HOME Consortium <br />• HO -3 Prevention and Housing — Continue to support the prevention of homelessness <br />and programs for rapid rehousing. <br />To meet the need of affordable rental assistance the Orange County HOME Consortium is <br />funding a Tenant -Based Rental Assistance (TBRA) program. These funds will be used for rental <br />subsidies to help individual households afford housing costs such as rent and security deposits in <br />Orange County. The County may also assist tenants with utility deposits, but only when HOME is <br />also used for rental assistance or security deposits. <br />Administration, Planning, and Management Priority - <br />There is a continuing need for planning, administration, mana ment, and oversight of Federal, <br />State, and local funded programs, as well as an inc Ing need for cooperation and <br />collaboration among public and private partners. The ities in the Consortium need to <br />address the preservation of affordable housing, ajo ie de ment needs of the region, <br />which ultimately affect the quality of life for all re nts. <br />Goal /Strategy: <br />• AM -1 Overall Coordination - v ra management and oversight for the <br />successful administration and le riatives, eral, State, and local funded programs, <br />including support of tivsearch and planning services for special <br />studies, environ al cle ncand compliance with all federal, state, <br />and local laws and 1 <br />On October 3r 2017, O County Board of Commissioners approved a Resolution <br />(2017 -064) ex ing the s pe of the HOME Program Review Committee. The Resolution <br />renamed the c ittee e "Orange County Local Government Affordable Housing <br />Collaborative" and p d detailed guidance on the responsibilities of the Collaborative <br />moving forward. These responsibilities of the Collaborative include strategizing about funding <br />options, posting updates on projects and affordable housing efforts, and providing guidance on <br />administration of the HOME Program activities (i.e. recommending criteria for HOME Program <br />funding, evaluating and recommending applications for HOME funding, and establishing a <br />scoring system to review applications). Furthermore, the Collaborative would be responsible for <br />utilizing potential affordable housing resources, reviewing all applicable leveraged resources, <br />developing goals for development, and serving as advocates for affordable housing in Orange <br />County. In addition, the Orange Water & Sewer Authority is now a member of the Collaborative. <br />The Collaborative is working together to collaborate on a Mobile Home Parks Initiative; a <br />housing rehabilitation activity; a Home Preservation Coalition; and the proposed Green Tract <br />OMB Control No: 2506 -0117 (exp. 07/31/2015) 18 <br />
