ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 1, 2018 <br />Action Agenda <br />Item No. 6 -a <br />SUBJECT: Orange County Consolidated Plan — FY 2018 -2019 Annual Action Plan and <br />Proposed FY 2018 -2019 HOME Activities <br />DEPARTMENT: Housing and Community <br />Development <br />ATTACHMENT(S): <br />1) Resolutions <br />2) Draft FY 2018 -2019 Annual Action <br />Plan Executive Summary <br />3) FY 2018 -2019 Proposed HOME <br />Projects Summary Sheet <br />1 <br />INFORMATION CONTACT: <br />Sherrill Hampton, Housing and <br />Community Development Director, <br />(919) 245 -2490 <br />PURPOSE: To: <br />1) Adopt a Resolution approving the Consolidated Plan's proposed FY2018 -2019 <br />Annual Action Plan; <br />2) Adopt and authorize the Chair to sign a Resolution approving the proposed <br />HOME Program Activities for FY 2018 -2019; and <br />3) Authorize the County Manager to implement the HOME Program as approved by <br />the BOCC, including the ability to execute agreements with partnering non - profit <br />organizations after consultation with the County Attorney and based on the <br />allocation received from HUD. <br />BACKGROUND: In May 2015, based on Federal requirements, a Consolidated Plan for <br />Housing and Community Development Programs in Orange County was developed by the <br />HOME Consortium and approved by the U.S. Department of Housing and Urban Development <br />(HUD). This document details the housing needs of very low income, low income and moderate - <br />income families and special population groups, in addition to outlining the strategies and plans <br />for addressing those needs. FY 2018 -2019 will be the fourth year of the 5 -year Plan. <br />Each year, local communities are required to reassess the needs of the community. Public <br />hearings provide an opportunity for the public, public agencies and other interested parties to <br />provide input as it relates to the Consolidated Plan and updates of the proposed Annual Action <br />Plans. The public is also asked to comment each year on the proposed uses of the annual <br />HOME allocations. Public hearings were held by the Board of Commissioners on December <br />4, 2017 and April 3, 2018 to receive resident input and comments regarding the proposed <br />Annual Action Plan and uses of FY2018 -2019 Program Year Funds. Furthermore, a 30 -day <br />written public comment period was provided from March 29 - April 30, 2018. Notices were <br />
