Orange County TARPO Priorities <br />INFORMATION CONTACT: <br />Nishith Trivedi, Transportation Planner, <br />245 -2582 <br />PURPOSE: <br />Receive an update on SPOT 5.0 activities from Orange County Transportation Planning staff <br />and provide recommendations to the Board of County Commissioners (BOCC) on Orange <br />County Triangle Area Rural Planning Organization ( TARPO) priorities. <br />BACKGROUND: North Carolina Department of Transportation ( NCDOT) released its Strategic <br />Prioritization Office of Transportation (SPOT) 5.0 scores April 3 (Attachment 1). Orange County <br />prioritized local transportation projects on May 5, 2017 (Attachment 2). They are now subject to <br />different Metropolitan and Rural Planning Organizations adopted — and NCDOT approved — <br />local input point processes, as presented February 21, 2018. <br />Orange County Transportation Staff Summary and Recommendations: <br />Triangle Area Rural Planning Organization ( TARPO) <br />• Process: 1,400 points max, 50% NCDOT scores + 50% County ranking <br />• Transportation Planning Staff rankings are recommended in Attachment 3 reflecting County <br />priorities. <br />o Staff recommendations are based on May 5, 2017 BOCC resolution prioritizing projects. <br />• Staff does not recommend any points on NC -54 due to: <br />• Not listed as a County priority as per May 5, 2017 resolution <br />• Not submitted by Orange County staff, OUTBoard, or BOCC to TARPO nor TARBO to <br />NCDOT. <br />• NCDOT is awaiting the completion of NC -54 Corridor Study in order to implement the <br />NC -54 carryover project (SPOT ID: H140374A) currently undergoing pre - scoping <br />process. <br />Orange County Transportation Staff Summary, for information only <br />Burlington- Graham Metropolitan Planning Organization (BG MPO) <br />• Process: 1,300 points max, 100% NCDOT score, top 13 projects get 100 points each <br />• Orange County projects were not submitted to SPOT 5.0 due to BG MPO project ranking <br />and selection processing, which put projects with the highest pre - preliminary scores forward. <br />63 <br />
