Attachment 4 <br />OUTBoard's Role in Transportation Planning Processes and Requirements <br />List of Specific Tasks, Events, or Functions Performed Annually by the OUTBoard <br />1. The State Transportation Improvement Program (STIP) is typically a recurring <br />two -year process: <br />• Recommend list of transportation projects to BOCC for submission to <br />Metropolitan and Rural Planning Organizations (MPO /RPO) <br />• Review and provide recommendations on MPO /RPO local input point <br />process to BOCC <br />• Review North Carolina Department of Transportation ( NCDOT) draft <br />scores and results of MPO /RPO local input point process and provide <br />comments to BOCC <br />• Review draft NCDOT STIP and provide comments to BOCC <br />The OUTBoard assists with the identification and prioritization of NCDOT <br />projects in Orange County for Triangle Area Rural Planning Area (TARPO) and <br />Durham - Chapel Hill- Carrboro and Burlington- Graham Metropolitan Planning <br />Organization (DCHC MPO and BG MPO). <br />2. Reviews active NCDOT projects in the County, including various paving, <br />construction and Congestion Mitigation and Air Quality (CMAQ) Grant projects. <br />3. Receives updates and reviews the progress of NCDOT transportation projects <br />within rural Orange County. <br />4. Receives updates and reviews the progress of Orange County transportation <br />planning efforts. <br />5. Receives updates and reviews Orange County Public Transportation (OCPT) <br />Operational Statistics for federal and state program transportation grants <br />including the NCDOT Rural Operating Assistance Program (ROAP) Grant, NC <br />Community Transportation Program (CTP) Grant, and the CMAQ Grant. <br />6. Receives updates on TARPO, BG MPO and DCHC MPO transportation planning <br />activities. <br />7. Receives updates from the Planning staff on the NCDOT quarterly luncheon <br />topics of discussion. <br />8. Submits comments and questions for discussion with OCPT staff during <br />Transit /OPT Advisory Services Group meetings. <br />9. Reviews and discusses current Board vacancies. <br />10. Other items as assigned by the BOCC. <br />Additional activities the OUTBoard expects to carry out in 2018 <br />1. Continue to review and make recommendations implementation efforts for the <br />Bicycle Safety Task Force Report to the BOCC. <br />2. Review and comment on amendments to the LIDO and revised Efland-Buckhorn- <br />Mebane Access Management Plan. <br />.. <br />
