The
existing 1981 Land Use Element addresses in a limited way agricultural preservation and
other agricultural issues and their link with land use issues.
In early 2004, the Agricultural Preservation Board sent a memo to the Board of
Commissioners asking that an Agricultural Element of the Plan be created to
comprehensively address the issues of agriculture within Orange County. This would
encompass farmland preservation, incentives for agriculture, mapping of farmlands and
farm priority areas identified by the Ag Board, agriculture as economic development,
land -link and other agricultural viability programs, and an assessment of the future of
agricultural activity in the County.
The Agricultural Chapter Subcommittee would work with staff on the document and start
with a public info session to gain general thoughts and ideas on what an Agricultural
Chapter should encompass. The subcommittee would then work with staff as a draft
chapter is created, presented to the full Oversight Committee, and then revised and
prepared for a fmal public info session and eventual public hearing.
Agricultural Chapter Subcommittee
1 -2 County Commissioner
3 APB members
1 HPC member
1 Soil and Water District Board member
1 Planning Board member
2 at -large
Primary Staff Administrative Responsibility: ERC Director and EDC Director, along
with CES County Agent, District Conservationist, and Planning Director.
Other staff invited to participate: County Manager or designee, Preservation Planner,
Agricultural ED Specialist, others as needed.
Phase 1— Natural Areas Chapter, Parks Chapter, Agricultural Chapter
Phase 2 — Water Resources Chapter, Air Quality Chapter, Cultural Resources Chapter
