Box 8181 <br />www.orangecountync.gov NORTH CAROLINA Hillsborough, NC 27273 <br />January 12, 2018 <br />NOTICE OF NEIGHBORHOOD INFORMATION' MEETING (NIM) <br />TO REVIEW A CLASS B SPECIAL USE PERMIT APPLICATION <br />PROPOSING AN EXPANDED CHILD CARE CENTER CALLED <br />"SOUNDS AND COLORS" <br />WITHIN THE HILLSBOROUGH UNITED CHURCH OF CHRIST FACILITY <br />To Whom It May Concern: <br />You are receiving this letter because you are listed as an owner of property within 1,000 <br />feet of a 15.65 acre parcel of land at Davis Drive and NC Highway 86 South. The property is <br />further identified by Orange County Parcel Identification. Number (PIN) 0862 -99 -7320. The <br />property is zoned Rural Buffer (RB) and Rural Residential (R -1), within unprotected portions of the <br />Lower Eno and Jordan Lake Watersheds, and located in the Chapel Hill Township of Orange <br />County. <br />The Hillsborough United Church of Christ (the current property owners) and the Sounds <br />and Colors LLC (the current child care operators) are proposing to expand the leased child care <br />facilities on this parcel. The expansion will include a 1,200 sq. ft. addition to an existing building <br />for additional classroom, administration, and education space. It will also include site <br />improvements to increase the child care capacity from 58 to 80 children. <br />The Orange County Unified Development Ordinance (UDO) Section 5.2 Table of <br />Permitted Uses classifies the proposed use as "Child Care Facilities," which may be permitted in <br />the RB and R -1 zoning districts so long as they are subject to the review, approval, and issuance <br />of a Class B Special Use Permit (SUP) by the Orange County Board of Adjustment (BOA). <br />UDO Section 2.7 also requires that a Neighborhood Information Meeting (NIM) be held <br />prior to the Board of Adjustment meeting and that notices be sent to property owners within 1,000 <br />feet of the subject property. This NIM meeting is intended to allow property owners and applicants <br />an opportunity to review and discuss the proposal with the area's residents. It is also designed to <br />give participants an understanding of the SUP requirements and the review process. The NIM for <br />this case will be held on Tuesday, January 23, 2018. See below for the location and additional <br />details. <br />The Board of Adjustment will hold a Public Hearing to decide the Class B SUP request on <br />March 12, 2018.
