Attachment 1 <br /> <br /> 1 <br />Orange County <br />HISTORIC PRESERVATION COMMISSION <br /> <br />Approved Meeting Summary <br /> <br />October 25th, 2017 <br />Old Orange County Courthouse <br />106 East King Street, Hillsborough <br /> <br />___________________________________________________________________________________ <br /> <br />MEMBERS PRESENT: Todd Dickinson, Bob Ireland, Tom Loter, Allie Mead, Art Menius <br /> <br />MEMBERS ABSENT: Jaime Grant <br /> <br />STAFF PRESENT: Peter Sandbeck GUESTS: Kim Livingston, Land Conservation Manager <br /> <br />ITEM #1: CALL TO ORDER <br />Chair Dickinson called the meeting to order at 7:05 pm. <br /> <br />ITEM #2: CHANGES OR ADDITIONS TO AGENDA: None <br /> <br />ITEM #3: APPROVAL OF MINUTES for Sept. 27th, 2017 (Attachment 1): Menius moved to <br />approve the minutes with correction noted for page 2; seconded by Ireland; motion <br />approved. <br /> <br />ITEM #4: ITEMS FOR DECISION: None <br /> <br />ITEM #6: DISCUSSION ITEMS <br /> <br />a. Lands Legacy Action Plan update presentation: Kim Livingston, DEAPR Land <br />Conservation Manager, provided an overview presentation and summary of the Lands <br />Legacy Program. She is in the process of updating their existing Action Plan, which <br />covered the period 2014 to 2017. Since the start of the program, the county has <br />expended $17.5 million on land protection projects, with $8 million leveraged from <br />partners. Private landowners have contributed property valued at $1.2 million. The <br />BOCC continues to commit funding to make this an ongoing program. The matter of <br />ongoing funding for archaeology was discussed. Kim asked members to review their <br />comments from 2013, to see if they are still valid or if the HPC wants to make <br />adjustments to add or remove items from the list. One suggestion was to have Kim <br />share her list of priority properties so that the HPC can determine if any of those have <br />special cultural resource value that might enhance a land protection project and/or <br />improve funding prospects. She needs our input soon. <br /> <br />b. Scheduling for joint public hearing with BOCC for landmark designation of Dr. <br />Arch Jordan House on 12/4 or 12/12: <br />Staff reviewed the timeline for holding the public hearing for the Dr. Arch Jordan <br />House. Members agreed that it will be best to hold the hearing on Dec. 4; most can <br />attend. A quorum will be essential. <br /> <br />c. Interest in combining December meeting with BOCC meeting: <br />Members discussed this option and agreed to hold our regular meeting on Dec. 4, <br />right after the joint public hearing, in the small meeting room in the Whitted Building. <br />
