The motion was carried without dissent. <br />3.Board Report Approval <br />The Board approved the Annual Report and Work Plan reviewed at the October meeting. On a <br />motion by Tamara Dempsey-Tanner, the Board approved the Annual Report and Work Plan for <br />FY2017-18 for submission to the Board of County Commissioners. Pat Garavaglia seconded the <br />motion. The motion was carried without dissent. <br />4.Medicaid Report Card <br />LindseyShewmaker informed the Board that the General Assembly received a report earlier this <br />month on Medicaid datafrom the Division of Medical Assistance (DMA). It outlined whether each <br />county “passed” or “failed” the Medicaid Report Card for each month of FY16-17.DMA <br />acknowledged that data on the report card was incorrect but they did not possess sufficient staff to <br />go back and rerun the data or fix issues. The DMA Report Card has since been vetted by county <br />staff but there are still issues.Notices update overnightso if an automated notice isn’t cancelled, <br />the case will show overdue even if done on time.Help desk tickets still cause cases to become <br />overdue.Other glitches and technical problems in NC FAST can also cause cases to go overdue. <br />Counties have to request a waiver to resolve these technical issues and get them removed from the <br />report card if the county fails to meet the threshold.Orange County has had to submit waivers for <br />September and October due to NC FAST issues.The State is backed up and has still not <br />completed processing waivers from 3 months ago.This remains an ongoing issue and could make <br />counties look like they are not processing applications timely when there are other factors the State <br />has not resolved. <br />Tamara Dempsey-Tanner asked staff to draft a letter the Board can send to the General Assembly <br />related to issues with the Medicaid Report Card. <br />5.HB 630 <br />NancyCoston went over a presentation about HB 630, highlighting some of the concerns counties <br />have about regionalization and the performancecontracts. <br />Valerie Foushee asked thatany new information be shared with the Orange County legislative <br />contingent. Verla Insko added that it would be helpful to get any information on potential costs to <br />fiscal staff to research. <br /> <br />VII. Announcements <br />Pat Garavaglia moved to adjourn the meeting at 5:50pm.Ann Wilkerson seconded the motion.
