This report includes background information on employee pay and benefits over recent <br />years, an update on the staffs assessment of current pay and benefits needs/issues, and <br />information on specific pay and benefits plan elements, including cost of living increase, in- <br />range salary increases, merit awards and supplemental retirement [401 (k) plan]. <br />As noted in the report, sustaining a stable, well-qualified work force is fundamental to <br />accomplishing the County's mission of service to citizens. To that end, an essential part of the <br />infrastructure to maintain the needed work force is the employee pay and benefits plan. <br />FINANCIAL IMPACT: The separate Employee Pay and Benefits report includes information <br />about the estimated costs of various pay and benefits options. <br />RECOMMENDATION(S): The Manager recommends that the Board discuss employee pay <br />and benefits for 2005-06 and 2006-07 and provide direction to staff.
