10 <br /> <br />Travis Myren said OCS is comfortable with this project schedule, and OCS has a lot of <br />smaller specific projects, as opposed to one major, complex project. <br />Commissioner Rich asked if the 21% for the school capital project is included in the <br />48.1% budget goal that the BOCC aims to hit each year. <br />Travis Myren said the 48.1% is the percentage of the operating budget, and the 21% is <br />in addition to that. <br />Commissioner Rich asked if staff could provide the amount that schools have received <br />over the years, above and beyond the 48.1%. <br />Chair Dorosin asked if all three of the options on the slide would require approval from <br />the Local Government Commission (LGC). <br />Travis Myren said the red line is typically what they see from everybody, and the <br />County is asking for some consideration, to smooth payments out over time, because of its <br />affordability policies. <br />Chair Dorosin referred to the 15% policy target, and asked if this is set by the LGC or <br />by the BOCC. <br />Travis Myren said this is a locally established policy by the BOCC, which can be <br />revisited. <br /> <br />d. (11-b) Orange County Parks and Recreation Council – Appointment – MOVED <br />The Board considered making an appointment to the Orange County Parks and <br />Recreation Council. <br />David Stancil, Department of Environment, Agriculture, Parks and Recreation (DEAPR) <br />Director, said a member of the Parks and Recreation Council, who is in the Town of Carrboro <br />seat, and is unable to continue to serve.
