28 <br /> <br />VOTE: UNANIMOUS <br /> <br />h. Letter in Support of the White Cross Volunteer Fire Department’s Grant <br />Application to the Assistance to Firefighters Grant Program <br />The Board authorized the Chair to sign a letter to the Assistance to Firefighters Grant Program <br />supporting the White Cross Volunteer Fire Department’s grant request. <br /> <br />Fire Chief Phillip Nasseri said this is a regional grant, and it is unique that all ten fire <br />departments, EMS and Sheriff’s office can work collaboratively on a training center to train on <br />various emergency services. He said matching funds are also now available, and this has <br />support from many legislators. He said this endorsement will hopefully help secure the grant <br />approved by Homeland Security. He sa id land has been selected, but it is hoped a better <br />location will be found. <br /> <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Price to <br />approve a letter to the Assistance to Firefighters Grant Program supporting the White Cross <br />Volunteer Fire Department’s grant request. <br /> <br />VOTE: UNANIMOUS <br /> <br />a. Minutes <br />The Board approved the minutes from February 22 and March 8, 2018 as submitted by the <br />Clerk to the Board. <br /> <br />b. Fiscal Year 2017-18 Budget Amendment #7 <br />The Board approved budget, grant, and capital project ordinance amendments for fiscal year <br />2017-18 for the Department of Social Services; Health Department; Library Services; Visitors <br />Bureau; Arts Commission; Criminal Justice Resource Department; Orange County Partnership <br />to End Homelessness; Planning and Inspections Department; and Department of Agriculture, <br />Environment, Parks and Recreation. <br /> <br />c. Schools Adequate Public Facilities Ordinance (SAPFO) – Receipt and Transmittal <br />of 2018 Annual Technical Advisory Committee Report <br />The Board received the 2018 Annual Report of the SAPFO Technical Advisory Committee <br />(SAPFOTAC), and authorized the Chair to sign the transmittal letter and transmit it to the <br />SAPFO partners for comments before certification in May. <br /> <br />d. Recommendation to Create Two Permanent Full-time Deputy Sheriff I Positions in <br />the Orange County Sheriff’s Office <br />The Board approved the recommendation of funding two full-time permanent Deputy Sheriff I <br />positions, replacing temporary positions at the Orange County Sheriff’s Office currently funded <br />in the FY2017/2018 budget. <br /> <br />e. University of North Carolina Health Care System Electronic Medical Record <br />System Access Agreement <br />The Board approved an agreement for $127,361 with the University of North Carolina Health <br />Care System (UNCHCS) to obtain the right for the Health Department to access and use <br />UNCHCS’s electronic medical records system, Epic Systems, as a better records system for the <br />Department over its current system and also make the Department compatible with UNCHCS <br />and authorize the Manager to sign. <br />
