ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: April 26, 2018
Action Agenda
Item No. 2

SUBJECT: Environmental Impact as Part of Agenda Abstracts

DEPARTMENT: Manager

ATTACHMENT(S):

INFORMATION CONTACT:
Bonnie Hammersley, 245-2300

PURPOSE: To consider incorporating an additional information section into the Board of
Commissioners’ meeting agenda abstracts to address Environmental Impact.

BACKGROUND: At the Board of Commissioners’ February 6, 2018 regular meeting, a petition
was submitted that the Board consider incorporating an additional Environmental Impact
information section into the Board of Commissioners’ meeting agenda abstracts.

The Board’s meeting agenda abstracts currently include information such as the Subject, the
responsible Department, the Purpose, Background information, the Financial Impact and
Recommendations from the Manager (and other staff on occasion). Agenda abstracts also
include a Social Justice Impact section, which was added in September 2015 and relates to the
five (5) Social Justice Goals adopted by the Board of Commissioners in September 2010.

This item gives the Board the opportunity to discuss possibly incorporating an additional
information section to address Environmental Impact. If the Board does determine to move
forward with the additional section, it will be necessary to establish a framework as a basis for
any statements or conclusions included by staff in the Environmental Impact section of future
abstracts. In conjunction with that framework, the Board will also need to determine the
topics/issues that would and would not be addressed in the new section. Topics that could or
could not be considered for inclusion are: air quality, drinking water quality, groundwater impact,
watershed impact, visual impact, vehicular impacts, pedestrian impacts, safety impacts, noise
impacts, vegetation impacts, and likely others.

FINANCIAL IMPACT: There is no financial impact associated with consideration of
incorporating an additional information section into the Board of Commissioners’ meeting
agenda abstracts to address Environmental Impact.

SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with consideration of incorporating an additional information section into the Board of
Commissioners’ meeting agenda abstracts to address Environmental Impact.

RECOMMENDATION(S): The Manager recommends that the Board discuss incorporating an
additional information section into the Board of Commissioners’ meeting agenda abstracts to
address Environmental Impact and provide any direction to staff.
1
