<br />The following modification(s) were made to the Preliminary Plat application in an effort to address <br />staff, Planning Board, and adjacent property owner comments associated with the project: <br /> <br />i. A Pedestrian Open Space Access (POSA) has been added between lot(s) 17 and 18 <br />with 6,374 sq. ft. of accessible space. <br />ii. The applicant has added a 6’ wide natural walking trail within POSA and Secondary <br />Open Space (south side of stream). <br />iii. Additional information has been provided about the proposed recreation area denoted <br />on the preliminary plat. <br />iv. The applicant indicates they will make a payment in lieu the County addressing <br />recreation requirements for the project in accordance with Section 7.11.3 of the UDO. <br />v. The required stream buffer has been properly denoted on the preliminary plat. <br />vi. The proposed Open Space has been increased by 2.28 acres. <br /> <br />A summary of the proposal is as follows: <br /> <br />Subdivision Type Number of Lots Average Lot <br />Size <br />Area in Open <br />Space <br />Open Space <br />Percentage <br />Flexible <br />Development Plan <br />20 <br /> <br />(density is 1 <br />dwelling unit for <br />every 5 acres of <br />property) <br /> <br />3 acres 38.53 acres in <br />open space <br /> <br />37% open <br />space <br />proposed <br /> <br />(33% required <br />by the UDO) <br /> <br /> <br />STAFF COMMENT – PROPOSAL: The proposal is in accordance with the anticipated densities <br />for properties located within the Rural Buffer land use category as defined within the adopted <br />Comprehensive Plan, Rural Designated area as denoted on the Growth Management Systems <br />Map, and the requirements of the Joint Planning Land Use Plan. <br /> <br />Roads: The applicant is proposing the creation of two roads serving the proposed lots. Per Section <br />7.8.5 of the UDO the roads will have to be constructed to NC Department of Transportation <br />(NCDOT) public road standards. Specifically, the plan calls for: <br />• Two cul-de-sac roadways. The first roadway will provide access to lots 12 through 20. The <br />second roadway will provide access to lots 1 through 9. <br />• Both roads will require stream crossings and the crossings will be engineered to meet <br />NCDOT standards. <br /> <br />STAFF COMMENT - ROADS: Staff has determined that the proposed roadway layout is <br />consistent with the requirements of the UDO. <br /> <br />11
