EAST : Single-family residences on lots ranging in area from 6 to 10 <br />acres zoned RB and University Lake Protected Watershed <br />Protection Overlay District. <br />d. WEST: Dairyland Road, single family residences on lots ranging in <br />area from 9 to 14 acres all zoned RB, University Lake Protected <br />Watershed Protection Overlay District, and Special Flood Hazard <br />Area Overlay District. <br /> <br />Development Process, Schedule, and Action: The typical cadence for the review of a major <br />subdivision is as follows: <br />• First Action – Planning staff schedules a Neighborhood Information Meeting (NIM). <br /> Staff Comment – DONE. This meeting was held on October 3, 2013. A <br />synopsis of comments from this meeting is contained within Attachment 5. <br />• Second Action – The Planning Board reviews and takes action on the Concept <br />Plan application approving either the ‘conventional’ or ‘flexible development’ layout. <br /> Staff Comment – DONE. The Concept Plan application package was approved <br />at the November 6, 2013 Planning Board meeting with a ‘flexible development’ <br />layout. Agenda materials for this meeting can be viewed at: <br /> http://www.co.orange.nc.us/planning/documents/PBAgendaNov2013-web.pdf. <br /> Minutes from this meeting are contained in Attachment 6. <br />• Third Action – Once a concept plan is approved, the Planning Board reviews and <br />makes a recommendation on the approval of the Preliminary Plat for the project. <br /> Staff Comment. - DONE. The Planning Board met at its May 7, 2014 regular <br />meeting and voted unanimously to recommend approval of the preliminary plat <br />application packet. <br /> Agenda materials for this meeting can be viewed at: <br /> http://orangecountync.gov/planning/documents/5.7.14PBAgenda.pdf <br /> Draft Minutes from this meeting are contained in Attachment 7. <br />• Fourth Action – The BOCC reviews and takes action on the Preliminary Plat <br />application. <br /> Staff Comment. - The item is set for the BOCC meeting on June 17, 2014. <br />• Fifth Action – Once all construction activities have been completed, or appropriate <br />bonds have been approved, staff will sign off and allow the recordation of a Final <br />Plat allowing for the individual lots to be created. <br /> <br />Proposal: The petitioner has submitted a Major Subdivision Preliminary Plat application package, <br />consistent with the approved Concept Plan, proposing to develop a Conservation Cluster Flexible <br />Development Subdivision with 20 single-family residential lots at a density of one (1) dwelling unit per <br />every 5 acres of land area with approximately 38 acres of dedicated open space. <br />10
