UDO Amendment Outline Form 2018-4 – <br />Revise Allowable Acreage and Include <br />Additional Permitted Land Uses Within the <br />Home Park Conditional Zoning District (HP- <br />CZD) <br />Craig Benedict, Director, 919-245-2575 <br />Michael Harvey, Planner III, 919-245-2597 <br /> <br /> <br />PURPOSE: To consider a modification to a previously approved Amendment Outline Form <br />(AOF) and re-approve process/schedule components for a proposed text amendment to the <br />Orange County Unified Development Ordinance (UDO). <br /> <br />BACKGROUND: At its March 8, 2018 regular meeting, the BOCC approved AOF2018-4 <br />authorizing staff to initiate a UDO text amendment modifying allowable land uses within the <br />Home Park Conditional Zoning District (HP-CZD). Specifically, the amendment suggested on <br />March 8th would add public parks and government offices as permitted land uses within the HP- <br />CZD. <br /> <br />While working on the amendment, staff determined there was a need to increase the maximum <br />allowable acreage for a HP-CZD. Staff is recommending increasing the maximum allowable <br />acreage for a HP-CZD from 50 to 100 acres. The amendment would allow for additional land <br />area to be zoned HP-CZD and increase additional affordable housing opportunities. <br /> <br />For more information please refer to Attachment 1. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for the required legal advertisement for the text <br />amendment will be paid from FY2017-18 Departmental funds budgeted for this purpose. <br />Existing Planning staff included in the Departmental staffing budget will accomplish the work <br />required to process these amendments. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this item: <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />1
