28 <br /> <br />The Board adopted a resolution, which is incorporated by reference, to release property tax 1 <br />values for seven taxpayers with a total of twelve bills that will result in a reduction of revenue in 2 <br />accordance with North Carolina General Statute 105-381. 3 <br />d. Appointment of County Review Officers 4 <br />The Board approved and authorized the Chair to sign the resolution appointing Deborah 5 <br />Blaylock, Kimberly P. Cecil and Dawn B. Perry to be Review Officers for Orange County. 6 <br />e. Major Subdivision Preliminary Plat Application – Morgan Ridge Subdivision 7 <br />The Board reviewed and took action on a Major Subdivision Preliminary Plat application. The 8 <br />majority of the land area encompassing the project is located within Chatham County’s planning 9 <br />jurisdiction while the proposed roadway access point is within Orange County. 10 <br />f. Planning Document Amendment Outline Form – Efland-Buckhorn-Mebane Area 11 <br />Access Management Plan Update 12 <br />The Board voted to initiate an update to the Efland-Buckhorn-Mebane Access Management 13 <br />Plan. 14 <br /> 15 <br />9. County Manager’s Report 16 <br /> 17 <br />Bonnie Hammersley said there is an information item on the CIP, and she reviewed 18 <br />some of the highlights below: 19 <br /> 20 <br />Sportsplex: 21 <br />This project is currently under construction and is anticipated to be complete in the summer of 22 <br />2018. Site work is largely complete, but has endured wet winter weather challenges. The 23 <br />building construction is underway. County staff is working with the Town of Hillsborough and the 24 <br />Forest Ridge subdivision regarding the sidewalk expansion connecting the Sportsplex property 25 <br />to the Forest Ridge subdivision. 26 <br /> 27 <br />Facility Accessibility and Safety Upgrades: 28 <br />In FY2017-18 this project included installing security cameras at multiple facilities across the 29 <br />County. All the cameras planned for installation in FY2017-18 have been installed and are 30 <br />operational. The facilities that have new cameras include Efland Cheeks Community Center, 31 <br />Rogers Road Community Center, Court Street Annex, Historic Courthouse, and the Orange 32 <br />County Fuel Station. This project is complete. 33 <br /> 34 <br />Passmore Center Expansion: 35 <br />This project is currently under construction and is anticipated to be complete in the late summer 36 <br />of 2018. Site work is largely complete and, like the Sportsplex Fieldhouse, has endured wet 37 <br />winter weather challenges. The building construction is anticipated to start late spring. 38 <br /> 39 <br />Southern Campus Expansion: 40 <br />The Board of County Commissioners awarded a professional services agreement with Smith 41 <br />Sinnett Architecture on November 2, 2017. Both phases of this project are currently in the 42 <br />schematic design phase. Schematic design includes programming, conceptual design, as well 43 <br />as thorough technical review by the Town of Chapel Hill planning staff (as governed by the 44 <br />master plan special use permit). The Board of Orange County Commissioners will review this 45 <br />schematic design in June, 2018. Development design and construction documents for Phase 1 46 <br />(Seymour Center expansion, roadway straightening, and additional Seymour Center parking) 47 <br />are anticipated to be complete in the winter of 2018.
