24 <br /> <br />Mrs. Tilley is retired from Orange County Schools (OCS) and she is proud that the County is 1 <br />going to re-purpose her site. He said the other family members around the site have been 2 <br />good to work with. 3 <br />Sheriff Blackwood addressed the critical need for a new detention center. He said the 4 <br />current one is aging, has serious challenges, and is not reflective of who Orange County is. He 5 <br />said he is not proud of it, and his department wants to bring continued hope with this project, for 6 <br />both the detention center staff and inmates. He said some of the current challenges are 7 <br />structural and infrastructural. 8 <br />Commissioner Price asked the Sheriff about the amount of traffic that will be coming in 9 <br />and out of the jail. 10 <br />Sheriff Blackwood said the traffic will be about the same as it is now, which is minimal. 11 <br />He said he cannot predict traffic patterns. 12 <br />Commissioner Price said she has heard concerns from the public that there will be 13 <br />police cars coming and going all night with sirens blasting. 14 <br />Sheriff Blackwood said the operations are not centrally located, and staffs do not come 15 <br />back to the office for briefing, but rather do it electronically. He said the cars with running 16 <br />sirens are out and about in the County. He said if an event occurs that requires all staff to 17 <br />respond, then yes there will be sirens, but they will be leaving Hillsborough, not coming in. He 18 <br />said the entire department is a necessary evil. 19 <br />Commissioner McKee asked if the BOCC approves this tonight, is it only approving the 20 <br />acquisition of the land, and not specific uses. 21 <br />Bonnie Hammersley said BOCC approval would be approving specific uses. 22 <br />Commissioner McKee said he is supportive of the need for a detention center, but he is 23 <br />not supportive of a recreation or agricultural center, due to budget constraints. He asked if the 24 <br />BOCC will have another opportunity to approve specific projects moving forward. 25 <br />Bonnie Hammersley said this opportunity will be available during the Capital Investment 26 <br />Plan (CIP). She said if not all of the uses are included, the economics of the project will not 27 <br />work. She said no significant or irreversible work will be done between now and the adoption of 28 <br />the budget on June 19th. She said these discussions can be part of the budget process. 29 <br />Commissioner McKee clarified that, other than the purchase of the property, and the 30 <br />intent to move forward with the detention center, nothing is set in concrete with this vote. 31 <br />Bonnie Hammersley said she cannot answer that right now, because of the economics 32 <br />that make this project work. 33 <br />Jeff Thompson said last year, the options for the agricultural center were reviewed, and 34 <br />the BOCC gave direction to go into the Cornelius Road corridor, and the dollars for that are 35 <br />already appropriated in the CIP. He said the BOCC indicated a desire to repurpose the Revere 36 <br />Road site, and pursue a greenfield option in the Cornelius Road corridor. 37 <br />Commissioner McKee said he was opposed to those decisions as well. 38 <br />Jeff Thompson said the important point is that the money is already appropriated for the 39 <br />greenfield site for the Agricultural Center. 40 <br /> 41 <br />A motion was made by Commissioner Marcoplos, seconded by Commissioner Rich for 42 <br />the Board to: 43 <br />1) Authorize the Manager to proceed with the acquisition of approximately 21 acres located 44 <br />with the Hillsborough Highway 70/Cornelius Street corridor known as the “Hwy 70 Site 45 <br />Assembly” for the development of the Orange County Northern Campus site that 46 <br />addresses multiple County Capital Investment Plan initiatives; and 47 <br />2) Authorize the Manager to sign the necessary documents for closing the transaction upon 48 <br />final review of the County Attorney. 49 <br /> 50
