23 <br /> <br />Commissioner McKee said he just wanted to make it clear that the County has pursued 1 <br />other options. 2 <br />Commissioner Marcoplos said the challenge going forward seems to be trying to impact 3 <br />the neighborhood minimally. 4 <br />Jeff Thompson said yes. 5 <br />Commissioner Marcoplos said he originally questioned how to make the finished 6 <br />campus as minimally invasive as possible, but now realizes that the actual construction would 7 <br />be the most obtrusive part of the project. He asked if there is a potential for blasting. 8 <br />Jeff Thompson said yes. 9 <br />Commissioner Marcoplos said blasting could possibly affect well and septic tanks and 10 <br />he suggested having a mitigation fund in case this happens. 11 <br />Jeff Thompson said staff could look into this. 12 <br />Commissioner Price said the abstract should reflect that the Hillsborough Planning 13 <br />Board rejected this rezoning plan, even though the Town Board approved it. She said it is 14 <br />important to mitigate the effect of light and noise after the project is completed. 15 <br />Commissioner Jacobs thanked the Hillsborough Town Board for this rezoning. He 16 <br />agreed with Commissioner Marcoplos about mitigation, and said people should not have to 17 <br />prove that the blasting caused damage, but rather the County will accept the fact at face value. 18 <br />Commissioner Jacobs suggested setting up quarterly public information meetings going 19 <br />forward, to invite neighbors to share concerns and questions, and allow staff to provide updates 20 <br />in the projects. He said he would like to be a congenial process, and not adversarial. 21 <br />Commissioner Jacobs said he hoped the BOCC will name the facility after the person he 22 <br />previously suggested. 23 <br />Commissioner Price suggested involving the community in naming decisions. 24 <br />Bonnie Hammersley said she turned the name suggested by Commissioner Jacobs over 25 <br />to the HRC to find the family, and ask if the County could use the name. 26 <br />Commissioner Rich said to put all of the project information on the website, and be 27 <br />ahead of the message. 28 <br />Commissioner Rich asked if blasting companies have insurance for mitigation. 29 <br />John Roberts said companies should have this insurance. 30 <br />Commissioner Marcoplos said in the case of the Orange Water and Sewer Authority 31 <br />(OWASA) and the stone quarry, OWASA took the word of the residents about the blasting 32 <br />issues and wells and septic systems. 33 <br />Commissioner Price said she is happy with the Town of Hillsborough’s decision and this 34 <br />evening’s presentation, she just mentioned including the Town Planning Board’s rejection of 35 <br />this as a way to be fully transparent with the community. 36 <br />Commissioner Jacobs said to incorporate the Hillsborough Planning board decision in 37 <br />the narrative moving forward. 38 <br /> 39 <br />PUBLIC COMMENTS: 40 <br />Billy Holloway said he feels like this is a done deal, and this project has pros and cons. 41 <br />He said during the construction he knows there will be noise, and he lives 100 feet from the 42 <br />property. He said he is retired and likes to sleep in, and construction starts at 6:30 a.m. He 43 <br />asked if there are any barriers that can be put up to reduce this noise to their homes. He said 44 <br />he and Jeff Thompson have a good relationship, and they have worked many issues out 45 <br />already. He said now this noise, vibrations, and blasting are new concerns. 46 <br />Mark O’Neal said he is a real estate agent, and was involved in the site selection 47 <br />process. He said one of the sellers, Betty Tilley, could not be present this evening, and she had 48 <br />some comments that she wanted him to share with the BOCC. He said he provided a letter 49 <br />from Mrs. Tilley to the BOCC, which highlighted the positive aspects of the project. He said 50
