6 <br /> <br />industrial labor movement, the civil rights movement, and other movements, especially the 1 <br />peace movement, which create a more fair and just society for all; and 2 <br /> 3 <br />WHEREAS, despite these contributions, the role of women in history has been 4 <br />consistently overlooked and undervalued in the literature, teaching and study of American 5 <br />history; and 6 <br /> 7 <br />WHEREAS, women constitute a majority of the Orange County labor force working 8 <br />inside and outside of the home; and 9 <br /> 10 <br />WHEREAS, currently, women do not receive equal pay for equal work; 11 <br /> 12 <br />NOW, THEREFORE, we, the Board of County Commissioners of Orange County, North 13 <br />Carolina, do hereby proclaim March 2018 as “WOMEN’S HISTORY MONTH” in Orange County 14 <br />and challenge County residents to observe this month with appropriate programs, ceremonies, 15 <br />and activities. 16 <br /> 17 <br />THIS THE 20th DAY OF MARCH, 2018. 18 <br /> 19 <br /> 20 <br />A motion was made by Commissioner Rich, seconded by Commissioner Jacobs to 21 <br />authorize the Chair to sign the proclamation. 22 <br /> 23 <br />VOTE: UNANIMOUS 24 <br /> 25 <br />c. Resolution in Support of the Equal Rights Amendment 26 <br />The Board voted to approve a Resolution in Support of the Equal Rights Amendment. 27 <br /> 28 <br />BACKGROUND: At the March 8, 2018 Board meeting, the Board asked staff to present for 29 <br />Board consideration a Resolution in support of the Equal Rights Amendment. 30 <br /> 31 <br />The Equal Rights Amendment affirmed the equal application of the Constitution to all citizens; 32 <br />which read: "Men and women shall have equal rights throughout the United States and every 33 <br />place subject to its jurisdiction." The amendment was introduced in every session of Congress; 34 <br />and was approved in reworded form by the U.S. Senate and the House of Representatives on 35 <br />March 22, 1972. 36 <br /> 37 <br />The proposed 27th Amendment to the Constitution was sent to the States for ratification, and 38 <br />fell three states short of ratification; including the State of North Carolina.
