(11-b) Orange County Parks and Recreation Council – Appointment – MOVED 13 <br />The Board considered making an appointment to the Orange County Parks and 14 <br />Recreation Council. 15 <br />David Stancil, Department of Environment, Agriculture, Parks and Recreation (DEAPR) 16 <br />Director, said a member of the Parks and Recreation Council, who is in the Town of Carrboro 17 <br />seat, and is unable to continue to serve. Orange County Consolidated Plan – Annual Action Plan Update and Proposed 31 <br />Uses of the FY2018-2019 HOME Funds 32 <br />The Board received input from the public regarding the proposed Annual Action Plan 33 <br />and update of the FY 2015-2019 Consolidated Plan for Housing and Community Development 34 <br />Programs in Orange County, as well as the proposed uses of FY 2018-2019 HOME funds. 35 <br />Sherrill Hampton, Housing Director, reviewed the information below: 36 <br /> 37 <br />BACKGROUND: 38 <br />In May 2015, a Consolidated Plan for Housing and Community Development 39 <br />Programs in Orange County was developed and approved by the U.S. Department of Housing 40 <br />and Urban Development (HUD). This document details the housing needs of very low income, 41 <br />low income and moderate-income families and special population groups in addition to outlining 42 <br />the strategies and plans for addressing those needs. FY 2018-2019 will be the fourth year of 43 <br />the 5-year Plan. 44 <br /> 45 <br />Each year, local communities are required to reassess the needs of the community. The Public 46 <br />Hearing provides an opportunity for the public, public agencies and other interested parties to 47 <br />provide input as it relates to the annual update of the Consolidated Plan and proposed Annual 48 <br />Action Plan. In addition, the public is asked to comment on the proposed use of FY 2018-2019 49 <br />Program Year funds. The Orange County HOME Consortium, known as the Orange County 50
