7 <br /> <br />County the protections guaranteed by the Fair Housing Act and additionally 1 <br />encompasses the protected classes of Veteran Status and Age; and 2 <br /> 3 <br />WHEREAS, Orange County and the U. S. Department of Housing and Urban Development 4 <br />as well as concerned residents and the housing industry are working to make fair 5 <br />housing opportunities possible for everyone by encouraging others to abide by 6 <br />the letter and the spirit of fair housing laws; and 7 <br /> 8 <br />WHEREAS, the U.S. Department of Housing and Urban Development annually declares the 9 <br />month of April as National Fair Housing Month, designating Fifty Years of 10 <br />Opening Doors as the national theme and ideal for 2018; and 11 <br /> 12 <br />WHEREAS, despite the protections afforded by the Orange County Civil Rights Ordinance and 13 <br />the Fair Housing Act, illegal housing discrimination still occurs in our nation and 14 <br />within our County; and 15 <br /> 16 <br />WHEREAS, by supporting and promoting fair housing and equal opportunity, we are 17 <br />contributing to the strength of our County, State and Nation. 18 <br /> 19 <br />NOW, THEREFORE, we, the Board of County Commissioners of Orange County North 20 <br />Carolina, do proclaim April 2018 as FAIR HOUSING MONTH and commend this observance to 21 <br />all Orange County residents. 22 <br /> 23 <br />This the 3rd day of April 2018. 24 <br /> 25 <br />A motion was made by Commissioner Price, seconded by Commissioner Rich for the 26 <br />Board to approve the proclamation and authorize the Chair to sign the proclamation. 27 <br /> 28 <br />VOTE: UNANIMOUS 29 <br /> 30 <br />c. Presentation of Manager’s Recommended FY 2018-23 Capital Investment Plan 31 <br />(CIP) 32 <br />The Board received the Manager’s Recommended FY 2018-23 Capital Investment Plan 33 <br />in preparation for Board review and discussion at the April 10, 2018 Budget work session. 34 <br /> Travis Myren reviewed the following information: 35 <br /> 36 <br />BACKGROUND: 37 <br />Each year, the County produces a Capital Investment Plan (CIP) that establishes a budget-38 <br />planning guide related to capital needs for the County as well as Schools. The current CIP 39 <br />consists of a 5-year plan that is evaluated annually to include year-to-year changes in priorities, 40 <br />needs, and available resources. Approval of the CIP commits the County to the first year 41 <br />funding only of the capital projects; all other years are used as a planning tool and serves as a 42 <br />financial plan. 43 <br /> 44 <br />Capital Investment Plan – Overview 45 <br />The FY 2018-23 CIP includes County Projects, School Projects, and Proprietary Projects. The 46 <br />School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and 47 <br />Durham Technical Community College – Orange County Campus projects. The Proprietary 48 <br />Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. 49
