6 <br /> <br /> 1 <br />This the 3rd day of April 2018. 2 <br /> 3 <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the 4 <br />Board approve the proclamation designating April 2018 as “Sexual Assault Awareness Month” 5 <br />in Orange County and authorize the Chair to sign the proclamation. 6 <br /> 7 <br />VOTE: UNANIMOUS 8 <br /> 9 <br />b. Fair Housing Month Proclamation 10 <br />The Board considered voting to proclaim April 2018 as Fair Housing Month in Orange 11 <br />County, North Carolina and authorize the Chair to sign. 12 <br /> 13 <br />Annette Moore reviewed the information below, and said she will take the Women’s 14 <br />History Month suggestion back to the HRC: 15 <br /> 16 <br />BACKGROUND: 17 <br />The month of April is National Fair Housing Month. April 2018 will mark the 50th anniversary of 18 <br />the enactment of the Federal Fair Housing Act of 1968 and the 24th anniversary of the Orange 19 <br />County Civil Rights Ordinance. These laws grant every person a right to live where they 20 <br />choose, free from discrimination on the basis race, color, national origin, sex, religion, familial 21 <br />status, or disability. 22 <br /> 23 <br />The U.S. Department of Housing and Urban Development has chosen “Fifty Years of Opening 24 <br />Doors” as the 2018 Fair Housing Month theme. The chosen theme expresses the ideal of fair 25 <br />and equal housing opportunities in every community. 26 <br /> 27 <br />Established in 1987, the Orange County Human Relations Commission (“HRC”) is charged with 28 <br />enforcing the Orange County Civil Rights Ordinance that prohibits discrimination in housing and 29 <br />public accommodations on the basis of race, age, sex, religion, familial status, national origin, 30 <br />color, veteran’s status and disability. 31 <br /> 32 <br />During Fair Housing Month the Human Rights and Relations Department and the Human 33 <br />Relations Commission along with other community organizations will co-sponsor a variety of 34 <br />events to commemorate Fair Housing Month. 35 <br /> 36 <br /> Commissioner Jacobs read the proclamation: 37 <br /> 38 <br />ORANGE COUNTY BOARD OF COMMISSIONERS 39 <br />PROCLAMATION 40 <br />FAIR HOUSING MONTH 41 <br /> 42 <br />WHEREAS, April 11, 2018 marks the 50th anniversary of Title VIII of the Civil Rights Act of 43 <br />1968 (formally known as the Fair Housing Act) and the 35th anniversary of the 44 <br />North Carolina Fair Housing Act prohibiting discrimination in housing on the 45 <br />basis of race, color, sex, religion, national origin, disability and familial status; 46 <br />and 47 <br /> 48 <br />WHEREAS, the Orange County Board of Commissioners enacted the Orange County Civil 49 <br />Rights Ordinance on June 6, 1994, which affords to the residents of Orange 50
