She said it is unclear how this will affect Orange County, and currently 2 <br />the votes need to be unanimous. She said the board may become a 4-member board, and 3 <br />votes will no longer need to be unanimous. She said Orange County’s board has always been 4 <br />able to work together, and she does not foresee a problem. 5 <br />Commissioner Jacobs said the presentation was very helpful, and he finds the final 6 <br />piece of information a bit unsettling. 7 <br />Commissioner Dorosin asked if it is know who will pick the fourth member. 8 <br />Rachel Raper said that State Board picks the fourth member. 9 <br /> 10 <br />b. Women’s History Month Proclamation 11 <br />The Board officially proclaimed the month of March 2018 as “Women’s History Month” in 12 <br />Orange County, and authorized the Chair to sign the proclamation. 13 <br /> 14 <br />BACKGROUND: Women’s History Month had its origins as a national celebration in 1981 when 15 <br />Congress authorized and requested the President to proclaim the week beginning March 7, 16 <br />1982 as “Women’s History Week". Over the next five years, Congress continued to approve 17 <br />joint resolutions designating a week in March as "Women’s History Week”. 18 <br /> 19 <br />In 1987 after being petitioned by the National Women’s History Project, Congress designated 20 <br />the month of March 1987 as “Women’s History Month”. Between 1988 and 1994, Congress 21 <br />approved additional resolutions requesting and authorizing the President to proclaim March of 22 <br />each year as Women’s History Month. Since 1995, Presidents Clinton, Bush, Obama and 23 <br />Trump have issued a series of annual proclamations designating the month of March as 24 <br />“Women’s History Month”. 25 <br /> 26 <br />The Department on Aging is celebrating “National Women’s History Month” on Thursday, March 27 <br />29 with a special performance – Maya Angelou’s Celebration of Women.
