The second phase is currently underway and will provide 1 <br />a detailed structural and physical assessment of all 336 living units and condition of all 2 <br />buildings. Town staff is scheduled to provide an update on the Master Plan process in May. 3 <br /> 4 <br />Loryn Clark talked about the Northside Neighborhood Initiative, which is a partnership 5 <br />between the Jackson Center and SelfHelp, as well as some other housing non-profits in the 6 <br />community. She said these groups are working together to create housing opportunities in the 7 <br />Northside neighborhood. She said when this initiative began, the Town agreed to provide about 8 <br />$200,000 annually for three years to support the administrative functions, related to the land 9 <br />bank. She said this was also supported by a $3 million loan from UNC. She said this effort is 10 <br />going strong, and is an excellent example of collaboration. She said SelfHelp recently provided 11 <br />a summary of successes: 12 <br />• 28 affordable units have been created, or under redevelopment 13 <br />• 24 properties have been purchased into the land bank; 10 of which have been resold to 14 <br />partners or home buyers 15 <br />• 18 new families have moved to the neighborhood, 12 of which have historic ties to the 16 <br />neighborhood 17 <br />• Because of the work done by the collaborative group, there has been an increase in the 18 <br />African American population in this neighborhood since 1980 19 <br />• 46 home repairs 20 <br />• 41 seniors who have received property tax assistance through a private grant received 21 <br />by the Jackson Center. 22 <br /> 23 <br />Loryn Clark said this initiative is expanding into other neighborhoods, and may seek 24 <br />assistance from the various governments in the future. 25 <br />Mayor Hemminger said this is good bang for the buck. 26 <br />Commissioner Price asked if there is any idea of the number of households, who are at 27 <br />risk of losing their homes in Chapel Hill, because of higher property taxes or any other reasons; 28 <br />and how this number relates to the amount of units being built. 29 <br /> 30 <br />Council Member Bell left at 9:02 p.m. 31 <br /> 32 <br />Loryn Clark said she does not have that information specifically, but there is a higher 33 <br />number of lower income families that live in the community that are cost burdened; paying more 34 <br />than 30% of their household income on housing expenses.
