8 <br /> <br />Commissioner Rich asked if this answered the question, or if Council Member Buansi 1 <br />was seeking more specifics about the acreage on Millhouse Road. 2 <br />Council Member Buansi said yes. 3 <br />Commissioner Rich asked if it is the entire Millhouse Road property in the joint planning 4 <br />area. 5 <br />Craig Benedict said yes, all 78 acres of Orange County owned land is in the joint 6 <br />courtesy review area, and is zoned rural buffer. He said the zoning in this area is one unit per 2 7 <br />acres, and the rural buffer allows that to be collapsed down with a cluster configuration, but no 8 <br />more than 39 units would be allowed. He said the low 30s is most likely, on 8-10 acres. 9 <br />Commissioner Price asked if a map could be provided to the BOCC and the Town, to 10 <br />offer greater clarity. 11 <br />Craig Benedict said yes. 12 <br /> 13 <br />c) Eubanks Road Waste and Recycling Center 14 <br />Bonnie Hammersley said Solid Waste Director Robert Williams was unable to attend, so 15 <br />she presented the following information below: 16 <br /> 17 <br />The Eubanks Road Solid Waste & Recycling Center improvement project includes the 18 <br />modernization of the existing Waste & Recycling Center and the relocation of the main landfill 19 <br />entrance and scale house from the south side of Eubanks Road to the north side of Eubanks 20 <br />Road. The improvements are part of an approved long range plan to establish two district 21 <br />centers with increased services and extended hours which are complemented by neighborhood 22 <br />centers that are smaller and offer fewer services but are conveniently located throughout the 23 <br />County. 24 <br /> 25 <br />Eubanks Road is the second of the planned district centers. The improvements increase the 26 <br />center’s size and capacity and offer customers one stop service. The $3.1 million dollar project 27 <br />includes the addition of five (5) 40 cubic yard stationary compactors for trash and mixed 28 <br />recyclables, two (2) larger stationary compactors for bulky waste, food waste composting, 29 <br />cooking oil recycling, textile recycling, plastic bag recycling, and a number of other services 30 <br />including mattress drop-off and hazardous waste recycling. With the addition of the 31 <br />compactors, the department will save on fuel and maintenance costs over the life of the center. 32 <br />The center offers safer unloading for users and a better experience due to the newly paved 33 <br />user area. The center also has bio-retention and dry retention stormwater ponds for modern 34 <br />flow control and treatment of stormwater runoff. Finally, moving the scales will result in much 35 <br />safer traffic flow for the commercial and residential customers who use them. 36 <br /> 37 <br />After a year of construction, the grand opening is set for April 17, 2018 at 2:00 PM. 38 <br />Following the opening, the temporary site on Millhouse Road will close as well as the 39 <br />Household Hazardous Waste facility on the south side of Eubanks Road. 40 <br /> 41 <br />d) Southern Branch Library 42 <br />Travis Myren said Jeff Thompson, Orange County Asset Management Services 43 <br />Director, had an obligation and could not be here tonight, and he reviewed the following 44 <br />information: 45 <br /> 46 <br />The County has authorized approximately $6.4 million to construct a library facility in the Town 47 <br />of Carrboro. The facility will be located at 203 South Greensboro Street. 48 <br />The County and the Town of Carrboro have entered into a Development Agreement to co-49 <br />locate some Town offices with the County library facility on this site.
