1 <br /> <br /> Attachment 2 1 <br /> 2 <br />DRAFT MINUTES 3 <br />JOINT MEETING 4 <br />ORANGE COUNTY BOARD OF COMMISSIONERS 5 <br />CHAPEL HILL TOWN COUNCIL 6 <br />March 22, 2018 7 <br />7:00 p.m. 8 <br /> 9 <br />The Orange County Board of Commissioners met with the Town of Chapel Hill for a joint 10 <br />meeting on Thursday, March 22, 2018 at 7:00 p.m. at the Southern Human Services Center in 11 <br />Chapel Hill, N.C. 12 <br /> 13 <br />COUNTY COMMISSIONERS PRESENT: Vice Chair Penny Rich and Commissioners Mia 14 <br />Burroughs, Barry Jacobs, Earl McKee, Mark Marcoplos and Renee Price 15 <br />COUNTY COMMISSIONERS ABSENT: Chair Mark Dorosin 16 <br />COUNTY ATTORNEYS PRESENT: John Roberts 17 <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager 18 <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified 19 <br />appropriately below) 20 <br />CHAPEL HILL TOWN COUNCIL MEMBERS/STAFF PRESENT: Mayor Pam Hemminger, and 21 <br />Members Jessica Anderson, Donna Bell, Alan Buansi, Hongbin Gu, Nancy Oates, Rachel 22 <br />Schaevitz, Michael Parker, Karen Stegman, and Town Manager Roger Stancil 23 <br />CHAPEL HILLTOWN COUNCIL MEMBERS ABSENT: None 24 <br /> 25 <br />Commissioner Rich called the meeting to order at 7:04 p.m. 26 <br /> 27 <br />Welcome and Opening Remarks 28 <br />Commissioner Rich said Chair Dorosin would not be present tonight, as he is not feeling 29 <br />well. 30 <br />Commissioner Rich asked all present to introduce themselves, and to share where they 31 <br />were born. 32 <br />Mayor Hemminger said it is National Water Day, and said there was a Jordan Lake 33 <br />symposium today. She said the Haw River comes into the southern part of the lake, 34 <br />contributing over 85% of the nutrient loading that is going into the lake; and it comes in and 35 <br />flushes up the lake, all the way to the northern end. 36 <br />Commissioner Rich said the Board of County Commissioners (BOCC) needs to add a 37 <br />closed session at the end of the meeting. 38 <br /> 39 <br />A motion was made by Commissioner Burroughs, seconded by Commissioner 40 <br />Marcoplos to add a closed session at the end of the meeting for the purpose of: 41 <br /> 42 <br />“To consult with an attorney employed or retained by the public body in order to preserve the 43 <br />attorney-client privilege between the attorney and the public body,” NCGS 143-318.11(a)(3) 44 <br /> 45 <br />VOTE: UNANIMOUS 46 <br /> 47 <br />Commissioner Rich noted the following items at their places: 48 <br />- Handout for Item 1 49 <br />- Handout for Item 2-a 50
