Letter in Support of the White Cross Volunteer Fire Department’s Grant 3 <br />Application to the Assistance to Firefighters Grant Program 4 <br />The Board authorized the Chair to sign a letter to the Assistance to Firefighters Grant Program 5 <br />supporting the White Cross Volunteer Fire Department’s grant request. 6 <br /> 7 <br />Fire Chief Phillip Nasseri said this is a regional grant, and it is unique that all ten fire 8 <br />departments, EMS and Sheriff’s office can work collaboratively on a training center to train on 9 <br />various emergency services. He said matching funds are also now available, and this has 10 <br />support from many legislators. He said this endorsement will hopefully help secure the grant 11 <br />approved by Homeland Security. He said land has been selected, but it is hoped a better 12 <br />location will be found. 13 <br /> 14 <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Price to 15 <br />approve a letter to the Assistance to Firefighters Grant Program supporting the White Cross 16 <br />Volunteer Fire Department’s grant request. 17 <br /> 18 <br />VOTE: UNANIMOUS 19 <br /> 20 <br />a. Minutes 21 <br />The Board approved the minutes from February 22 and March 8, 2018 as submitted by the 22 <br />Clerk to the Board. 23 <br /> 24 <br />b. Fiscal Year 2017-18 Budget Amendment #7 25 <br />The Board approved budget, grant, and capital project ordinance amendments for fiscal year 26 <br />2017-18 for the Department of Social Services; Health Department; Library Services; Visitors 27 <br />Bureau; Arts Commission; Criminal Justice Resource Department; Orange County Partnership 28 <br />to End Homelessness; Planning and Inspections Department; and Department of Agriculture, 29 <br />Environment, Parks and Recreation. 30 <br /> 31 <br />c. Schools Adequate Public Facilities Ordinance (SAPFO) – Receipt and Transmittal 32 <br />of 2018 Annual Technical Advisory Committee Report 33 <br />The Board received the 2018 Annual Report of the SAPFO Technical Advisory Committee 34 <br />(SAPFOTAC), and authorized the Chair to sign the transmittal letter and transmit it to the 35 <br />SAPFO partners for comments before certification in May. 36 <br /> 37 <br />d. Recommendation to Create Two Permanent Full-time Deputy Sheriff I Positions in 38 <br />the Orange County Sheriff’s Office 39 <br />The Board approved the recommendation of funding two full-time permanent Deputy Sheriff I 40 <br />positions, replacing temporary positions at the Orange County Sheriff’s Office currently funded 41 <br />in the FY2017/2018 budget. 42 <br /> 43 <br />e. University of North Carolina Health Care System Electronic Medical Record 44 <br />System Access Agreement 45 <br />The Board approved an agreement for $127,361 with the University of North Carolina Health 46 <br />Care System (UNCHCS) to obtain the right for the Health Department to access and use 47 <br />UNCHCS’s electronic medical records system, Epic Systems, as a better records system for the 48 <br />Department over its current system and also make the Department compatible with UNCHCS 49 <br />and authorize the Manager to sign. 50 <br /> 51
