25

1
Statistics and Data 2
2017 Ridership by Route (chart) 3
Annual statistical comparison: 2016 vs. 2017 (chart) 4
5
6
Planning and Projections for 2018 7
• Short Range Transit Planning & Outreach: 8
Nelson\Nygaard, in conjunction with OCPT staff, will develop a 10-year plan that illustrates how 9
OCPT could address future growth scenarios. 10
11
The plan will match the horizon for both Go Triangle and the Wake County Bus Plan. The plan 12
will consider strategic issues such as regional coordination and transit initiatives, future 13
development, and light rail integration. Also being developed will be an implementation plan to 14
prioritize service improvements and identify reasonable stages of implementation over the next 15
10 years and beyond. Recommendations will consider potential implications on staffing, vehicle 16
fleet, capital needs, and state and federal funding. 17
18
Public meetings will be held to discuss the shared needs of OCPT. Consultant group, Nelson-19
Nygaard will coordinate and integrate the results of any internal outreach efforts with the 20
community. Community conversations will also be held to help determine the acceptable 21
balance ridership and coverage in Orange County. 22
23
• Potential Projects: Hillsborough Circulator II 24
Last year, OCPT was contacted by the Durham-Chapel Hill-Carrboro Metropolitan Planning 25
Organization (DCHC MPO) about submitting transit projects for the State Transportation 26
Planning process referred to as SPOT 5.0. 27
28
The Hillsborough Circulator II was submitted because it would provide direct connections to 29
jobs, schools, social services and other points of interests in and around Hillsborough for 30
seniors, disabled, impoverished, minority and car free communities. This route would help 31
alleviate the capacity on the Hillsborough Circulator and potentially exceed its ridership. 32
33
It made it through the process and had been scored favorably by the State. The MPO was 34
charged with providing priority to projects to continue in the process. OCPT was asked to 35
remove the bus project in favor of larger regional efforts. 36
37
This $30K project (for one 28’ LTV) was removed by the DCHC MPO until a future SPOT 38
process, which may start in 2019, thereby meaning the circulator II, if approved, would be 39
operational by 2022. OCPT will continue to seek other sources of funding to implement this 40
route. 41
42
The Orange County Technical Committee representative did not vote in favor of removing the 43
Hillsborough Circulator. 44
45
Chair Dorosin referred to the cost of the vehicle, and said that $30,000 is not a lot of 46
money. 47
Theo Letman said this is the amount the State would pay, and the County pays the 48
balance. 49
Chair Dorosin asked if funds can be taken out of the social justice fund to pay the State’s 50
portion of $30,000. He said this could be discussed during the budget process. 51
