He 1 <br />said, even so, it should definitely be considered. 2 <br />Commissioner Price said she understands the concerns, but people may have different 3 <br />values about their housing types, and there are only a few days to get this resolved. 4 <br />Chair Dorosin asked if the BOCC can appropriate the money, and adjust if needed. 5 <br />Commissioner Rich asked if the fund balance could be provided, should the BOCC 6 <br />decide to appropriate these funds. 7 <br />Bonnie Hammersley said that the funds are coming from the Land Banking fund, and the 8 <br />County has only spent this money for the first part of the bond. 9 <br />Paul Laughton, Budget Director, said there is $1.7 million left. 10 <br /> 11 <br />A motion made by Commissioner Price, seconded by Commissioner Burroughs to 12 <br />approve the use of funds for the relocation coordination services, and authorize the County 13 <br />Manager, subject to legal review and approval by the County Attorney, to execute any 14 <br />agreements, amendments and renewals to the agreement for the provision of these services. 15 <br /> 16 <br />Commissioner Jacobs said the golden sheet at their places very specifically says, “5 17 <br />new manufactured homes.” He said he does not support this, but does support Chair Dorosin’s 18 <br />suggestion to look at the same amount of money, with three definitely being mobile homes, and 19 <br />staff working on other options based on need, timing, funds, and available sites. 20 <br />Commissioner Price said her motion was based on the recommendation. 21 <br />Commissioner Jacobs said he is asking if there can be clarification. 22 <br />Chair Dorosin suggested a friendly amendment to the motion to have three units as 23 <br />mobile homes, and use the remaining money for other affordable housing. 24 <br />Bonnie Hammersley said that Board of County Commissioners can simply approve a 25 <br />total amount, not to exceed, without any further specifications. 26 <br /> Commissioner Price and Burroughs expressed preference for the Manager’s suggestion. 27 <br /> 28 <br />VOTE: UNANIMOUS 29 <br /> 30 <br />Commissioner Jacobs said he would like to follow up on Commissioner Rich’s 31 <br />suggestion of knowing where money is being spent, and what funds remain. 32 <br />Bonnie Hammersley said staff will continue to provide balances to the BOCC as the 33 <br />process moves forward, and this information is typically included in the abstract. 34 <br />Commissioner McKee asked if he could be excused from the meeting for health 35 <br />reasons. 36 <br /> 37 <br />7. Orange County Public Transportation Year in Review 40 <br />The Board received Transportation Department updates, accomplishments and annual 41 <br />operating statistics from the prior year. 42 <br /> 43 <br />BACKGROUND: Orange County Public Transportation (OCPT) is the lead transportation 44 <br />agency for public and human services transportation in central and rural Orange County. 45 <br /> 46 <br />In addition OCPT provides transportation to qualified Medicaid recipients for transit to: non-47 <br />emergency medical appointments, the workplace, job interviews, job fairs, job readiness 48 <br />activities, or GED classes. 49 <br /> 50
