Recruitment efforts have been underway continuously. 8 <br /> 9 <br /> Bob Marotto, Animal Services Director, said that three of the appointments are merely 10 <br />re-appointments of people who have already served, and have indicated a willingness to 11 <br />continue. He said there are two additional appointments requested, who are new applicants 12 <br />who fit the criteria. UDO Text Amendments on Regulating Flagpoles and Flags (MOVED) 34 <br />The Board considered approving process components and schedule for proposed 35 <br />amendments to the Orange County Unified Development Ordinance (UDO) to establish height 36 <br />and size regulations for flagpoles and flags. 37 <br /> John Roberts reviewed the following background information: 38 <br /> 39 <br />BACKGROUND: Orange County residents have expressed concern that a text amendment to 40 <br />the UDO, specifically adopting regulations governing the height, location, and number of 41 <br />flagpoles as well as the allowable size of flags may be needed for Orange County. 42 <br /> 43 <br />While Orange County elected officials and staff understand this concern it is important to 44 <br />remember that the right to Free Expression is a fundamental right of every person and the 45 <br />Board of County Commissioners has a long history of supporting and defending this 46 <br />right. The display of flags is a traditional means of Free Expression and the staff and elected 47 <br />officials of Orange County should approach the regulation of this method of expression with 48 <br />care and circumspection.
