34 <br />Please remember that this resolution spells out the various conditions /requirements that <br />shall be adhered to in order for the Final Plat to be recorded within the Orange County <br />Registrar of Deeds office. <br />Per Section 2.15.1 and 2.15.3 (F) of the UDO, you hereby authorized to proceed to <br />prepare and submit your Final Plat application materials. Note, the approved Preliminary Plat <br />valid until June 18, 2015, at such time a complete Final Plat application package, must be <br />submitted. If the Final Plat application is not filed by the aforementioned date, Preliminary Plat <br />shall be deemed null and void. <br />Please also remember that only after the Final Plat is approved, AND the required site <br />improvements (e.g. private roads, erosion control, storm water and fire protection water source <br />pond) are made /bonded, inspected and certified and lots recorded may ownership be transferred <br />and building permits obtained. <br />As part of completing work on the Final Plat application, your client is required to initiate <br />the following: <br />A. STEP ONE — PERMITTING OF DEVELOPMENT IMPROVEMENTS: As <br />previously indicated your client is responsible for installing all proposed improvements <br />and /or bonding them prior to submitting the final plan application package. Please bear <br />in the mind the following permitting requirement(s): <br />i. An Erosion Control and Grading permit shall be required prior to any earth <br />disturbing activity associated with the installation of the roadway. Bear in <br />mind the various land disturbance thresholds requiring permits for the County <br />Erosion Control division are as follows: <br />a. More than 10,000 square feet of proposed disturbance will require an <br />Erosion Control Permit; and <br />b. More than 43,560 square feet of proposed disturbance will require a <br />stormwater permit. <br />Please bear in mind that stream crossings will also have to be permitted. This <br />will be done in conjunction with appropriate local, State, and Federal officials <br />as required by law. <br />Appropriate references need to be included in all grading/erosion control <br />permit application(s) to ensure compliance with applicable standards is <br />adhered to. <br />ii. All environmental permits (i.e. USACE 401/404 permits, NC DEHNR, etc.) <br />have to be secured prior to the commencement of earth disturbing activity. <br />The County will require documentation of said permit(s) being submitted and <br />approved by the appropriate agency. <br />iii. Road construction plans will need to be reviewed by the County Planning <br />Department, including engineering, and NC DOT for compliance with <br />applicable standard. While we understand it is your client's intent to initially <br />privately maintain the approved roadways, the roads could be turned over to <br />K <br />
