DocuSign Envelope ID: 12E28A19 -47D1- 4964- 983E- 1BE3535E0848 <br />• ra nge Co u nty Asset ECS Southeast, LLP <br />PROJECT INFORMATION AND SCOPE OF SERVICES <br />Project Description <br />We understand the subject property is located at 6823 and 6827 -UT Millhouse Road in Chapel Hill, <br />Orange County, North Carolina. According to the Orange County Online GIS website, the subject <br />property is identified as Parcel Identification Number (PIN) 9871519160, consists of 68.3 acres, and <br />is owned by Orange County. Based on the available information, the subject property is developed <br />with an approximate 2,652 square foot building reportedly constructed in 1952 and wooded and <br />undeveloped land. <br />Scope of Services <br />Based on our understanding of the subject property and plans for future activities, ECS has prepared <br />the following Scope of Services. <br />Phase I Environmental Site Assessment <br />The Phase I Environmental Site Assessment (ESA) will be prepared in general accordance with <br />ASTM Standard E1527 -13, Standard Practice for Phase I Environmental Site Assessments. We <br />note that there may be some instances which require an adjustment to the quoted price for <br />this Phase I ESA if supplemental investigation, additional lender requirements or other services, <br />beyond the scope outlined in this proposal, are requested. We would notify you in advance if <br />these additional services would result in increased fees. <br />To expedite the preparation of the Phase I ESA, please provide ECS with the following: <br />1. Copies of updated site plans /plots which you may have available; <br />2. A point of contact for site access; <br />3. A current chain -of- ownership for the subject property (preferably dating <br />back to 1940 or earlier); <br />4. The name and telephone number of the current owner so that ECS may <br />conduct an interview; and, <br />5. The completed User Questionnaire which is attached. <br />In accordance with the ASTM protocol, it is the obligation of the "User" (i.e., the party relying <br />on the report) to report to the environmental professional (i.e., ECS) any environmental liens <br />encumbering the property or any specialized knowledge or experience of the User that would <br />provide information about previous ownership or uses of the property that may be material <br />to identifying recognized environmental conditions. Based on this, ECS requests any previous <br />environmental information related to the property. <br />We have attached the User Questionnaire to assist the User and the environmental professional <br />(ECS) in gathering information from the User that may be material to identifying recognized <br />environmental conditions with respect to the site. As the User of the report, please complete <br />the attached User Questionnaire and return it with the signed proposal. We request the User <br />Questionnaire be completed and returned to ECS at the same time this proposal is authorized in <br />Page 1 <br />C <br />
