According to the Orange County Online GIS website, the subject property is identified as Parcel Identification Number (PIN) 9871519160, consists of 68.3 acres, and is owned by Orange County. Based on the available information, the subject property is developed with an approximate 2,652 square foot building reportedly constructed in 1952 and wooded and undeveloped land. Scope of Services Based on our understanding of the subject property and plans for future activities, ECS has prepared the following Scope of Services. Phase I Environmental Site Assessment The Phase I Environmental Site Assessment (ESA) will be prepared in general accordance with ASTM Standard E1527 -13, Standard Practice for Phase I Environmental Site Assessments. We note that there may be some instances which require an adjustment to the quoted price for this Phase I ESA if supplemental investigation, additional lender requirements or other services, beyond the scope outlined in this proposal, are requested. We would notify you in advance if these additional services would result in increased fees. To expedite the preparation of the Phase I ESA, please provide ECS with the following: 1. Copies of updated site plans /plots which you may have available; 2. A point of contact for site access; 3. A current chain -of- ownership for the subject property (preferably dating back to 1940 or earlier); 4. The name and telephone number of the current owner so that ECS may conduct an interview; and, 5. The completed User Questionnaire which is attached. In accordance with the ASTM protocol, it is the obligation of the "User" (i.e., the party relying on the report) to report to the environmental professional (i.e., ECS) any environmental liens encumbering the property or any specialized knowledge or experience of the User that would provide information about previous ownership or uses of the property that may be material to identifying recognized environmental conditions. Based on this, ECS requests any previous environmental information related to the property. We have attached the User Questionnaire to assist the User and the environmental professional (ECS) in gathering information from the User that may be material to identifying recognized environmental conditions with respect to the site. As the User of the report, please complete the attached User Questionnaire and return it with the signed proposal.
