<br />A thorough existing conditions, environmental, and traffic analysis was conducted through an <br />engineering-based transportation study by Volkert Inc., based in Raleigh, NC. This report <br />reinforces the original Efland-Buckhorn-Mebane Access Management Plan with a <br />comprehensive investigation of the area’s development potential, traffic impact and <br />recommended improvements. <br /> <br />The original Efland-Buckhorn-Mebane Access Management Plan should be updated by <br />incorporating the latest transportation study recommendations. The Planning Document <br />Amendment Outline Form in Attachment 1 provides additional information. <br /> <br />Community Meeting Planned <br /> <br />Planning staff is suggesting the following community meeting: <br />• Early August 2018 (date to be determined) – Collect public comments on the draft plan. <br /> <br />Advertising for the Community Meeting and Public Hearing will be by direct mailing to affected <br />and surrounding property owners, posting on the County website, and publishing notice in the <br />local newspapers (News of Orange and The Herald-Sun which are the usual newspapers for <br />public hearing notices). <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for County website update, mailed notifications and <br />required legal advertisement will be paid from Planning Department funds budgeted for this <br />purpose. Existing Planning staff included in the Departmental staffing budget will accomplish the <br />work required to process this update. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange Social Justice Goals are applicable to this <br />agenda item: <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br /> <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board approve the attached Planning <br />Document Amendment Outline Form and direct staff to proceed accordingly. <br />2
