3 <br />Development Process, Schedule, and Action: The typical cadence for the review of a major <br />subdivision is as follows: <br />• First Action — Planning staff schedules a Neighborhood Information Meeting (NIM). <br />Staff Comment — DONE. This meeting was held on February 13, 2018. No <br />residents attended the meeting. <br />• Second Action — The Planning Board reviews and takes action on the Preliminary <br />Plat application recommending approval or denial of the road extension. <br />Staff Comment — DONE. At its March 7, 2018 regular meeting, the Planning <br />Board voted unanimously to recommend approval of the request. The <br />Chatham County Planning Board has also reviewed and made a <br />recommendation for approval to the Chatham County Board of Commissioners. <br />Agenda materials for the Planning Board meeting can be viewed utilizing the <br />following link: <br />http: / /www.orangecountync.gov /3.7.18 Plan ningBoardAgendaPacket2.pdf <br />An excerpt of minutes from the meeting is contained within Attachment 6. <br />• Third Action — The BOCC reviews and takes action on the Preliminary Plat <br />application. <br />Staff Comment. The review and decision to approve or deny the request is <br />scheduled for the April 3, 2018 BOCC regular meeting. <br />• Fourth Action — Once all construction activities have been completed, or <br />appropriate bonds have been approved, staff will sign off and allow the recordation <br />of a Final Plat allowing for the right -of -way dedication. <br />Proposal: As previously indicated, the applicant has submitted a request to approve a Major <br />Subdivision Preliminary Plat application package for Morgan Ridge, a proposed single - family <br />subdivision in Chatham County. Roadway access shall be off of Jones Ferry Road (SR 1942) in <br />Orange County. <br />The development proposes to: <br />1. Dedicate public right -of -way and build a NCDOT maintained public street across the <br />Chatham - Orange County line to connect to Jones Ferry Road (SR 1942); <br />2. Designate 0.37 acres of Common Open Space within Orange County's jurisdiction, which <br />would be held by a subdivision Homeowner's Association (HOA); and <br />3. Construct a mail kiosk and subdivision signs within the Common Open Space area.
