Harvey, Planner III, (919) 245 -2597 <br />Craig Benedict, Director, (919) 245 -2575 <br />PURPOSE: To review and take action on a Major Subdivision Preliminary Plat application. The <br />majority of the land area encompassing the project is located within Chatham County's planning <br />jurisdiction while the proposed roadway access point is within Orange County. <br />Orange County has limited discretion in taking action on this request. As detailed herein, over 51 <br />acres of the 52 -acre subdivision property is located in Chatham County. Orange County is only <br />reviewing and taking action on the proposed 89 -foot roadway connection /entrance to the subdivision <br />and the proposed mail kiosk located on the 0.65 acres within Orange County. <br />The Orange County Planning Board, the Chatham County Planning Board, and the Orange County <br />Planning Director have all recommended approval of the request. The Chatham County Board of <br />Commissioners is scheduled to consider approval of the entire subdivision pending entranceway <br />approval from the Orange County Board of Commissioners. <br />BACKGROUND: Morgan Ridge is a 16 lot single - family residential subdivision on approximately 52 <br />acres of property primarily located in Chatham County, with 0.65 acres located within Orange <br />County. <br />The applicant is requesting approval of a public road extension and right -of -way dedication to <br />connect a planned public road, tentatively called Morgan Ridge Way, onto Jones Ferry Road (State <br />Road 1942). The Orange County portion of this project would require the extension of a 20 foot wide <br />paved road within a 50 foot wide right -of -way from the county line approximately 89 linear feet to <br />Jones Ferry Road. The entire road is planned to be constructed to NC Department of Transportation <br />(NCDOT) standards and dedicated to the state for maintenance. <br />Per Section 7.2 of the Unified Development Ordinance (UDO), any dedication or improvement of a <br />new public street other than widening is classified as a Major Subdivision, and therefore must follow <br />the Major Subdivision process as outlined in Section 2.15 of the UDO. <br />
