<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 3, 2018 <br /> Action Agenda <br /> Item No. 8-d <br /> <br />SUBJECT: Appointment of County Review Officers <br /> <br />DEPARTMENT: Tax Administration <br /> <br /> <br />ATTACHMENT(S): <br />Draft Resolution <br />North Carolina General Statute 47-30.2 <br /> <br />INFORMATION CONTACT: <br />Dwane Brinson, Tax Administrator, (919) <br />245-2726 <br />Tammy Hicks Walker, Land Records/GIS <br />Manager, Address Administrator, (919) <br />245-2505 <br /> <br /> <br /> <br />PURPOSE: To appoint three additional County Review Officers. <br /> <br />BACKGROUND: North Carolina General Statute (NCGS) 47-30.2 requires that all persons <br />appointed as plat review officers be appointed by a resolution recorded in the Register of Deeds <br />Office. Review Officers ensure that all plats recorded comply with the plat requirements outlined <br />in the General Statutes. <br /> <br />Currently the County has three active Review Officers: Michael Burton, appointed on June 6, <br />2000; Tammy Hicks Walker, originally appointed on August 21, 2001 and reappointed on March <br />6, 2014 due to a name change, and Lori Berry, appointed on March 6, 2014. <br /> <br />NCGS 47-30.2 recommends that a Review Officer be certified as a property mapper pursuant to <br />NCGS 147-54.4. Deborah Blaylock, Kimberly P. Cecil and Dawn B. Perry have attained the <br />status of certified property mapper in the State of North Carolina. The Land Records/GIS <br />Manager recommends that they be appointed to carry out the duties and responsibilities of <br />Review Officer as the need arises in day to day work. <br /> <br />FINANCIAL IMPACT: There is no financial impact associated with the proposed appointments. <br /> <br />SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br />with this item. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board approve and authorize the <br />Chair to sign the resolution appointing Deborah Blaylock, Kimberly P. Cecil and Dawn B. Perry <br />to be Review Officers for Orange County. <br />1
