ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 3, 2018 <br />Action Agenda <br />Item No. 5 -a <br />1 <br />SUBJECT: Orange County Consolidated Plan — Annual Action Plan Update and Proposed <br />Uses of the FY 2018 -2019 HOME Funds <br />DEPARTMENT: Housing and Community <br />Development <br />A TTA CHMENT(S): <br />1) Executive Summary of the FY 2015- <br />2019 Consolidated Plan <br />2) FY 2018 -2019 Proposed HOME <br />Projects Summary Sheet <br />3) Annual Action Plan Timeline for FY <br />2018 -2019 <br />INFORMATION CONTACT: <br />Sherrill Hampton, Housing and <br />Community Development Director, <br />(919) 245 -2490 <br />PURPOSE: To receive input from the public regarding the proposed Annual Action Plan and <br />update of the FY 2015 -2019 Consolidated Plan for Housing and Community Development <br />Programs in Orange County, as well as the proposed uses of FY 2018 -2019 HOME funds. <br />BACKGROUND: In May 2015, a Consolidated Plan for Housing and Community Development <br />Programs in Orange County was developed and approved by the U.S. Department of Housing <br />and Urban Development (HUD). This document details the housing needs of very low income, <br />low income and moderate - income families and special population groups in addition to outlining <br />the strategies and plans for addressing those needs. FY 2018 -2019 will be the fourth year of the <br />5 -year Plan. <br />Each year, local communities are required to reassess the needs of the community. The Public <br />Hearing provides an opportunity for the public, public agencies and other interested parties to <br />provide input as it relates to the annual update of the Consolidated Plan and proposed Annual <br />Action Plan. In addition, the public is asked to comment on the proposed use of FY 2018 -2019 <br />Program Year funds. The Orange County HOME Consortium, known as the Orange County <br />Local Government Affordable Housing Collaborative, anticipates the following Federal financial <br />resources: <br />FY 2018 HOME Funds <br />$289,693.00 <br />HOME Program Income <br />$ 13,306.00 <br />HOME Match <br />$ 65,181.00 <br />Total <br />$368,180.00 <br />The above amounts are estimates only and may be adjusted according to the allocation <br />received from HUD. <br />
