Manager, ext. <br />2307 <br />Joseph Pulcinella, Animal Shelter <br />Director, 933-3373 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To present for BOCC approval a contract with Dr. Wendy Royce, DVM, that would <br />expand and enhance spay/neuter service capabilities at the Orange County Animal Shelter. <br />BACKGROUND: The Orange County Animal Shelter (OCAS) has the opportunity to expand <br />the sterilization program for shelter animals to include Saturdays by adding an additional <br />provider, Dr Wendy Royce, Dr. Royce is the owner of a mobile veterinary practice called "Pop- <br />NC" (Pet Overpopulation Patrol - North Carolina - Mobile Spay/Neuter). This would enable the <br />Shelter to conduct adoptions on Saturday, a day when many people prefer to visit the shelter. <br />Providing adoptions on Saturday would be more convenient for clients, and would also allow <br />them to bring their new pet home on a day when they will have more free time for supervision <br />and training. The proposed contract also allows Dr. Royce to be available as the alternate <br />veterinarian on record with the Shelter for Tuesday surgeries. <br />Dr. Royce operates a mobile spay/neuter clinic and has had successful experience at Wake <br />and Durham County shelters in both adult and pediatric sterilization. Dr. Royce would bring the <br />mobile clinic to the shelter, alleviating the need to transport animals to the veterinary clinic. This <br />would save both OCAS staff time and fuel expense. <br />The contract format and requirements as attached are the same as negotiated during the <br />Shelter transition by the team that consisted of Pam Jones - Purchasing, Rosemary Summers - <br />Health, Joe Pulcinella - Shelter, John Sauls - Animal Control, and Kate Wilder - Health Board <br />veterinarian. The fees under this contract for sterilization are $60 per animal with additional <br />charges, as authorized, for special services. (This fee level is the same flat rate as that currently
